Construction Administrator / Quality Assurance Specialist

CSE is seeking a full-time Construction Administrator / Quality Assurance Specialist to provide construction management and administrative oversight support for the VA Milwaukee Electronic Health Record Modernization (EHRM) Infrastructure Upgrade project. The Construction Administrator / Quality Assurance Specialist will serve as a core member of the project's construction management team, providing decisive direction on business, technical, and project management matters across multi-disciplinary and diverse functional activities as directed by the Contracting Officer's Representative (COR). When delegated, the individual will be responsible for the overall management of technical quality, cost, and schedule.

The position combines construction administration expertise with quality assurance monitoring, documentation, and coordination with the Government, General Contractor, Architect/Engineer, Commissioning Agent, and other project stakeholders. The Construction Administrator / Quality Assurance Specialist will monitor construction activities for Quality Assurance, identify incongruities and deficiencies in the contractor's work relative to construction documents, and assist in determining the value of acceptable work in place against the baseline schedule.

The Construction Administrator / Quality Assurance Specialist will maintain daily progress and inspection reports and will lead the inspection and quality assurance team assigned to projects to ensure timely and effective oversight.

The position will be full-time and onsite at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin for the duration of the contract.

Job Responsibilities

• Provide EHRM project construction management support to the Contracting Officer's Representative (COR).
• Deliver decisive direction on business, technical, and project management matters across multi-disciplinary, diverse functional activities as directed by the COR.
• When delegated, take responsibility for overall project management in terms of technical quality, cost, and schedule.
• Monitor construction activities for Quality Assurance and identify incongruities and deficiencies in contractor work relative to construction documents.
• Understand and apply the baseline schedule and assist in determining the value of acceptable work in place.
• Maintain daily progress reports and inspection reports.
• Lead the inspection and quality assurance team assigned to projects to ensure timely and effective oversight.
• Coordinate with the Government, General Contractor, Architect/Engineer, Commissioning Agent, and other project stakeholders to support project execution.
• Support construction documentation, quality assurance activities, project coordination, and related administrative requirements.
• Present relevant experience from three prior projects of similar scale and complexity as part of the quote package.

Required Certifications and Qualifications

• Bachelor's degree in construction management or related field from an accredited institution; equivalent work experience or knowledge may substitute for the degree.
• Minimum of 6 years of construction work experience if substituting for formal education.
• Experience in healthcare and information technology (IT) projects/facilities is critical.
• Experience monitoring construction activities for Quality Assurance.
• Experience identifying incongruities and deficiencies in contractor work relative to construction documents.
• Working knowledge of construction practices, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
• Understanding of baseline schedules, with the ability to help determine the value of acceptable work in place.
• Familiarity with General Contractor site operations, including management of subordinate subcontractors.
• Strong written, verbal, and software/computer literacy skills to monitor, update, and produce work products, compile data, and maintain records.
• Must be a United States Citizen.

Nice To Have

• Prior experience on federal, VA, or other government healthcare construction projects.
• Experience with Design-Bid-Build construction delivery.
• Familiarity with construction contract change order administration, including cost estimating, cost proposal review, and modification packages.
• Experience supporting claims/dispute resolution or Time Impact Analyses.
• Experience supporting commissioning activities, including system start-up, testing, and O&M documentation.
• Working knowledge of Joint Commission (TJC) and OSHA standards in healthcare construction.
• Proficiency with construction scheduling software such as Primavera, MS Project, or similar.
• Experience working in occupied, active patient-care environments during construction.
• Familiarity with VA-specific platforms such as OpCenter and the Capital Assets Project Tracking Report (PTR).

Location: VA Medical Center, Milwaukee, Wisconsin

Work Environment

• Offsite until January 2027 (estimated).
• Onsite January 2027 and throughout the contract period.
• The role requires collaboration with government customers, contractors, developers, cybersecurity teams, and business stakeholders.
