Facility Manager II - Bush Airport (CUP)

Job Summary The Chief Engineer is responsible for the overall operation, maintenance, reliability, efficiency, safety, and regulatory compliance of a large-scale Central Utility Plant (CUP) supporting critical facilities such as corporate campuses, hospitals, industrial complexes, data centers, airports, or district energy systems. This role provides leadership for plant operations personnel, oversees preventive and predictive maintenance programs, manages capital improvement projects, and ensures uninterrupted delivery of utilities including chilled water, steam, hot water, compressed air, electrical distribution, and other critical infrastructure systems. The Chief Engineer serves as the technical authority for plant operations and is accountable for maximizing system reliability, optimizing energy performance, managing operational budgets, and maintaining compliance with all applicable codes, regulations, and company standards. Essential Duties Plant Operations & Reliability Direct and oversee the safe and efficient operation of all CUP systems and associated infrastructure. Ensure continuous availability of critical utilities, maintaining service levels that support facility operations 24/7. Monitor plant performance through Building Automation Systems (BAS), SCADA platforms, and other monitoring tools. Develop and implement reliability‑centered maintenance strategies. Lead root cause analyses for equipment failures and operational disruptions. Establish system redundancy and contingency plans for critical plant operations. Equipment Management Chillers and chilled water distribution systems Cooling towers and condenser water systems Boilers and steam generation equipment Hot water generation systems Electrical distribution systems (medium and low voltage) Emergency generators and backup power systems Pumps, valves, and heat exchangers Water treatment systems Compressed air systems Fuel storage and distribution systems Energy management and control systems Leadership & Personnel Management Lead, mentor, and develop operations engineers, technicians, and maintenance personnel. Manage staffing levels, scheduling, training, and performance evaluations. Foster a culture of safety, accountability, and continuous improvement. Coordinate contractor activities and vendor services. Build succession plans and technical development programs for plant personnel. Safety & Compliance Ensure compliance with OSHA, EPA, NFPA, ASME, local codes, and company policies. Lead safety meetings, audits, and incident investigations. Maintain emergency response procedures and business continuity plans. Ensure proper lockout/tagout (LOTO), confined space, and permit-to-work practices. Maintain environmental compliance related to emissions, water treatment, chemical handling, and refrigerant management. Energy & Financial Management Develop annual operating and capital budgets. Monitor utility consumption and implement energy efficiency initiatives. Analyze plant performance metrics and identify cost‑saving opportunities. Evaluate life‑cycle costs and return‑on‑investment for replacement projects. Manage service contracts and vendor relationships. Capital Projects Plan and execute plant upgrades, expansions, and modernization initiatives. Support design reviews, commissioning, and turnover activities. Coordinate with engineering consultants, contractors, and internal stakeholders. Ensure projects meet operational, safety, and reliability standards. Regulatory & Documentation Management Maintain accurate operating procedures, maintenance records, and compliance documentation. Ensure all required inspections, certifications, and permits remain current. Develop and update standard operating procedures (SOPs) and emergency operating procedures (EOPs). Minimum Requirements Minimum 10‑15 years of experience in central plant operations, critical facility infrastructure, district energy, industrial utilities, or related environments. Minimum 5 years of supervisory or management experience. Extensive knowledge of large‑tonnage chilled water systems, boiler plants, and utility infrastructure. Experience managing mission‑critical facilities with 24/7 operations. Strong understanding of preventive, predictive, and reliability‑centered maintenance programs. Proficiency with CMMS, BAS, SCADA, and energy management platforms. COH First Grade Stationary Engineer License Preferred #J-18808-Ljbffr TDIndustries
