About the Role

We are seeking a detail-oriented Construction Project Manager to oversee and coordinate a construction project for a Homeowners Association (HOA).

This part-time contract role will last approximately 8 to 9 months. The ideal candidate will assist with RFP issuance, contractor bidding, contractor selection through to on-site execution and completion—ensuring all work is delivered on time, and within budget. While most day-to-day administrative work can be performed remotely, occasional on-site visits will be required to verify progress and maintain contractor accountability.

Key Responsibilities

Vendor & Bid Management

• Prepare and issue Requests for Proposals (RFPs) to qualified general contractors.
• Review, negotiate, and summarize contractor bids, presenting clear recommendations to the HOA Board of Directors.
• Serve as the primary point of contact for bidding contractors and oversee contractor onboarding/contract execution.

Schedule & Timeline Oversight

• Develop, monitor, and enforce a project timeline.
• Identify potential delays, bottlenecks, or scope creep, implementing corrective actions.
• Hold contractors accountable for agreed-upon milestones and deliverable deadlines.

On-Site & Quality Supervision

• Conduct on-site inspections to verify work quality, assess progress, and ensure adherence to approved plans and local building codes.
• Coordinate site access, staging, and work schedules to minimize disruption to community residents.
• Address and resolve on-site operational challenges or contractor disputes promptly.

Communication & Reporting

• Act as the liaison between contractors and the HOA Board.
• Provide progress reports to the HOA Board covering timeline status and upcoming milestones.
• Maintain organized digital records of project documentation, including permits, contracts, change orders, invoices, and site photos.

Qualifications & Requirements

• Experience: 3+ years of proven project management experience in construction. Some paving experience would be beneficial but is not required.
• Technical Skills: Proficiency with project management tools and ability to read blueprints, scopes of work, and contract terms. Good analytical skills.
• Bidding & Vendor Management: Demonstrated success leading RFP processes and reviewing scope proposals.
• Communication: Good verbal and written communication skills with the ability to summarize complex technical updates for non-technical HOA Board members and residents.
• Location & Travel: Must reside within reasonable commuting distance of Fairfield/Bridgeport, CT to perform on-site inspections.
• Self-Management: Highly organized with the ability to manage time effectively in a hybrid/remote work environment.

Preferred Qualifications

• Prior experience working with HOA Boards, Property Management Companies, or Community Association Managers (CAMs).
• Certified Project Management Professional (PMP) or relevant Construction Management certification/degree.
