Human Resources Specialist
The Human Resources Specialist is responsible for the administration of employee benefits, personnel actions, coordination with Payroll, recruitment, and providing support of day-to-day human resource operations. Position also supervises receptionist and the front desk responsibilities.
Reports to the Director of Administrative Services. Supervises Receptionist and any front desk temporary positions.
Duties and Responsibilities
- Administers the company benefits including entering employee eligibility and termination in various benefit systems; entering in the payroll system, and providing billing information to finance for payment. Answers any questions from employees regarding their benefits.
- Coordinates recruitment activities including revision of job descriptions, maintain recruitment files, place advertisements, providing applicant lists to hiring manager, and conduct reference checks. Also, close out recruitments by providing notice to all candidates.
- Supervises front desk including Receptionist and temporary employees. Ensures front desk follows all procedures including handling of payments; receiving and forwarding mail; receiving calls; greeting visitors; and maintain office supplies.
- Prepares personnel actions for signature.
- Provide new employee onboarding and orientation which includes introduction to payroll system; policy information; and overview of benefit programs.
- Administer Drug Testing Program.
- Maintains complete, current and confidential personnel files for all employees; these files include all required information, i.e. personnel action, job descriptions and evaluations. Uploads documents the online human resources system and notifies payroll of the actions.
- Assist with annual performance evaluations by working with supervisors and managers to ensure annual performance reviews are conducted for each employee.
- Assist employees and supervisors with basic interpretation of the Human Resources Policy and Procedure Manual.
- Responds to reference checks from outside employers and verifications of employment.
- Assist payroll function by gathering necessary documents needed to complete a payroll.
- Provide exit interviews for employees and notification of federal Temporary Continuation of Coverage, COBRA rights and process necessary paperwork for terminations and resignations.
- Compile employment statistics as needed for reporting.
- Other duties as assigned.
Required Knowledge, Abilities and Skills
- Knowledge of applicable state and federal personnel laws and requirements.
- Ability to work effectively with executives, managers, supervisors, employees and employee representatives.
- Ability to maintain accurate, complete and confidential personnel records.
- Ability to use word processing, spreadsheets and database software.
- Ability to communicate effectively verbally and in writing.
- Ability to understand and meet legal requirements for employment documentation.
- Strong organizational skills.
- Ability to maintain confidentiality.
- While performing the duties of this job, the employee is regularly required to:
- Talk or hear;
- Sit for extended period;
- Stand;
- Walk;
- Lift up to 30 pounds (files, copy paper, maintenance materials)
Minimum Qualifications
- High school graduate or equivalent. Two years of human resources or related experience.
