Health Compliance Inspector, Nursing Facilities - FAA02053 (Health Professional III)

Duties of Position On an unannounced basis, independently or as a member of an interdisciplinary team, survey (inspect) nursing facilities to determine compliance with applicable statutes/regulations. Assess and evaluate health care facility quality of care, services, and treatment of residents/patients, and facility practices through observations, record review, and interviews. Collect and document evidence and survey results based upon observations, interviews and record review. Analyze the evidence and survey results to determine whether and how the facility is out of compliance with applicable statutes and regulations. Write clear, concise, and legally defensible statements of deficiencies based on analysis of documented findings and extensive knowledge of laws, regulations, and guidelines. Advise health care facility providers, consumers, and other governmental agencies regarding regulatory requirements. Decide which inspection areas identified as non-compliant will be cited and which specific regulation the deficiency should be cited under. Investigate complex complaint allegations, analyze data gathered during the investigation, determine whether the allegations are substantiated, and if so, determine appropriate regulatory citations. Use experience, training, and judgment to evaluate statutes, regulations, guidelines, policies, and procedures on a case-by-case, item-by-item basis for facility compliance/violation. Review self-reported occurrences and incidents of serious deficiencies and assess whether facilities intervened appropriately. Act as resource, educator, and interpreter of regulations for service providers and consumers based upon established guidelines, policies and procedures. Residency Requirement This announcement is only open to current State of Colorado residents. Minimum Requirements Experience Only: Six (6) years of relevant experience in an occupation related to the work, such as providing care or regulatory oversight in nursing facilities or alternative care facilities regulated by the HFEMSD. Education and Experience: Two (2) years of experience providing care or regulatory oversight in nursing facilities or alternative care facilities regulated by the HFEMSD and a Bachelor’s degree from an accredited college or university in nursing, social work, public health, health administration, or a closely related field of study. Preferred and Essential Competencies Proficiency in fundamental computer skills such as navigating operating systems, using basic software applications, and communicating through email. Non-clinical or clinical health care experience, preferably in an acute or specialized setting but may include assisted living/home care. Experience with evaluating a health care facility’s quality of care, services, and treatment of residents/clients. Experience evaluating facility practices through observations and record review. Experience conducting interviews with residents/patients, family members, staff, outside agencies, and medical professionals. Experience analyzing evidence and survey results to determine compliance status. Experience writing clear, concise, and legally defensible statements of deficiencies. Proficiency in word processing and current communication technology. Ability to analyze and interpret clinical evidence and observe, record, and interpret information. Physical ability to perform the demands of this active position. Thoroughness and conscientiousness in attention to detail. Ability to gather relevant information; identify and analyze problems using sound reasoning to arrive at conclusions. Model high standards of honesty, integrity, trust, openness, and respect for individuals. Interpersonal and conflict management skills, including understanding, courtesy, tact, empathy, and the ability to resolve conflicts constructively. Ability to analyze information and reach logical, well-supported conclusions. Conditions of Employment Pre-employment background check. Willingness to travel independently or with a group up to 50% of the time throughout Colorado. Availability to work in environments where contagious diseases may be present, with PPE protocols. Availability to be on call for emergencies and Continuity of Operations Plan (COOP) activation. Proficiency in word processing and communication technology. Annual influenza vaccination or exemption. Vaccination against COVID-19; annual fit testing for N-95 masks and annual training on PPE. Availability for occasional evening, night, weekend, or holiday work. Ability to lift and carry up to 45 lbs of equipment for extended periods. Ability to walk or stand for extended periods, including climbing stairs. Ability to hold a tablet computer in a standing position. Must complete required surveyor training within the first six (6) months when offered.
