Assistant General ManagerThe Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for Assistant General Manager in its Capital Delivery and Infrastructure Maintenance Division. The Assistant General Manager of Project Delivery leads the design and construction efforts for the Capital Delivery and Infrastructure Maintenance Division. Responsibilities include overseeing capital projects to ensure adherence to schedule, budget, quality and timely delivery; supporting preparation of the annual division budget and Five-Year Program to ensure adequate resources are available to successfully carry out the program; managing and supervising staff and resources; and ensuring strong communications and coordination between all aspects of highly-complex major capital projects in the design and construction phases. This role is also instrumental in the delivery of strategic initiatives and providing an excellent customer experience for both internal and external customers.General Description Provides leadership and direction in all aspects of the operation and maintenance of Transportation Administration. Responsibilities include oversight, direction and coordination of administrative, financial, business and information systems activities for complex and specialized sections within the department to include business operations, grant management and human resources. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in Engineering, Construction Management, Public Administration, or closely related field. (One year of relevant experience may be substituted for each year of required education.) Requires six (6) years progressively responsible experience in the development of major public transportation projects and infrastructure encompassing various modes such as Light Rail Transit (LRT), Bus Rapid Transit (BRT), Commuter Rail, etc. including some experience in the supervisory aspects of the work or closely related experience.Special Certifications and Licenses Must obtain and possess a valid Florida Driver's License for duration of appointmentPreferencesMaster's Degree in Engineering, Construction Management, Public Administration, or field of study related to the area of assignmentKnowledge of, and experience in, Federal Transit Administration programs, Capital Investment Grant (CIG) funding mechanisms and transportation project management, particularly pertaining to FTA funded projectsExperience in alternative project delivery methods including, but not limited to, design-build, progressive design-build, and Construction Manager at Risk (CMAR)Registration as a Professional Civil Engineer in the State of FloridaDuties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.Leads the design and construction program for the Capital Delivery and Infrastructure Maintenance Division including directing and supervising Project Managers.Ensures strong coordination between planning, design, and construction phases of all projects.Oversees design and construction projects to ensure they adhere to schedule, budget, compliance, and quality commitments.Ensures proper coordination and review of civil and systems engineering, construction, and utilities for major rail and capital infrastructure capital improvement projects.Leads the agency formulation and preparation of the annual operating and capital budget from proposal through final presentation to Department Director, County Administration, and the County Commission.Develops policy direction for the agency's financial function and monitoring.Directs and reviews financial performance audits and activities to ensure all required federal and state financial and non-financial data requirements are met.Develops rail and high-capacity transit program organizational structures and staffing requirements and hires, supervises, and ensures staff and consultants are properly trained in areas of design and construction.Supervises, manages, and develops staff by prioritizing and assigning work, providing training, conducting performance evaluations, and making hiring, termination, and disciplinary recommendations while using sound judgment to solve issues, maintain safety, and ensure rule compliance.Reviews existing departmental organizational structure, reporting relationships, and manpower utilization; promotes efficient function procedures through standardization, process improvement, simplification and implementation of new operating systems.Recommends, authorizes and implements organizational and administrative changes.Leads coordination of the rail program and projects with BCT divisions to ensure that their needs and requirements are considered.Serves as principal liaison to partner agencies regarding development of projects.Leads key engagement with the project management oversight activities of the Federal Transit Administration regarding activities and submittals for construction projects.Regularly communicates and reports project status and issues with agency leadership.Provides written and verbal reports to agency leaders and the Board of County Commissioners relative to the agency's financial operations.Aligns activities of the department's administrative functions with those of other County Departments, divisions and when necessary, with comparable organizations in other public jurisdictions.Establishes and maintains effective working relationships with all Transportation sections and other agencies throughout Broward County.Attends meetings with superiors to share information and receive input; meets with outside agencies to address issues and concerns regarding services provided.Ensures compliance with federal, state, and local laws, regulations, codes, and/or standards in all work products of the department.Oversees labor compliance in accordance with the U.S. Department of Labor.Provides direction on employee issues and emergency management; ensures security for facilities and employees, as well as the public safety concerning Transportation management.Performs related work as assigned.CompetenciesFinancial Acumen: Interprets and applies key financial indicators to make better business decisions.
