What We Offer
The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $183,574 - $240,000/annually, based on experience and education. Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, including at a job site or office several days per week, with the opportunity to work remotely as appropriate. For this position, employees will be expected to work from the office three days per week, with the opportunity to work remotely two days per week. The specific work location may vary based on the final organizational and divisional assignment of the successful candidate. Employees must work within the state of Colorado on remote workdays.

The Core Infrastructure Administration within the City and County of Denver’s Department of Transportation and Infrastructure (DOTI) is seeking an experienced leader to serve as an Executive, reporting directly to the City Engineer. This senior leadership position provides strategic direction and executive oversight for multiple divisions responsible for delivering and supporting citywide infrastructure, engineering services, and operational programs.
The Core Infrastructure Administration is comprised of six divisions: Wastewater Operations and Maintenance; Wastewater Capital Implementation; Interagency (vertical and citywide client delivery); Procurement and Supply Services; Program Management; and Special Projects and Initiatives. Collectively, these divisions play a critical role in the planning, delivery, operation, and support of infrastructure and services that advance the City’s strategic priorities and serve Denver’s residents, businesses, and communities.
The Executive will provide leadership across a portfolio of multiple divisions as noted above, with the specific portfolio of responsibility determined based on the organization’s needs and the successful candidate’s experience and expertise. The position will work closely with the City Engineer, senior DOTI leadership, and internal and external partners to advance complex infrastructure initiatives, strengthen organizational performance, and ensure effective, sustainable delivery of critical city services.
Key responsibilities include:
Strategic Leadership
Establishes and advances a long-term vision and multi-year strategy for multiple engineering and operational divisions, aligning people, resources, and programs with DOTI and citywide priorities.
Establishes organizational goals, policies, and performance expectations that drive delivery excellence, continuous improvement, and modernization of infrastructure services.
Advises the City Engineer and senior DOTI leadership on complex infrastructure, operational, organizational, and policy matters.
Operations & Capital Delivery Oversight
Provides executive oversight of planning, design, construction, operations, and maintenance services across complex business lines to ensure reliable, compliant, and high-quality citywide infrastructure and service delivery.
Advances modernization of capital delivery and operational practices through process improvement, innovative technologies, effective resource allocation, and performance management.
Ensures assigned divisions achieve annual work plans, performance objectives, key performance indicators, and applicable regulatory and environmental requirements, including MS4 compliance.
Financial Stewardship
Oversees significant operating and capital budgets, develops long‑ and short‑range financial plans, and ensures strong financial controls and fiscal sustainability.
Collaborates with DOTI Finance and the Department of Finance on fee structures, enterprise funding strategies, and financial priorities supporting modernization and service reliability.
People Leadership & Organizational Culture
Leads and develops a high-performing organization of directors, managers, and staff through clear expectations, coaching, accountability, and professional development.
Builds leadership capacity and organizational resiliency by developing talent, strengthening succession planning, and ensuring the organization has the capabilities needed to meet evolving infrastructure demands.
Fosters a culture of innovation, accountability, inclusion, collaboration, and continuous improvement that empowers employees to solve complex problems and improve customer and community outcomes.
Recruits, evaluates, develops, and advances talent strategically to build a strong and adaptable leadership team.
Stakeholder & Interagency Engagement
Serves as a key representative of DOTI with elected officials, partner agencies, and community organizations—translating technical and operational priorities into clear, actionable insights.
Builds strong, trust‑based relationships that support collaboration, problem‑solving, and alignment across internal and external stakeholders for major initiatives and enterprise operations.
Navigates complex political and regulatory environments, resolves multi‑party issues, and ensures transparent communication of project impacts, performance, and progress.
Enterprise Performance & Modernization
Translates strategic priorities into measurable outcomes by establishing and monitoring enterprise performance measures, key performance indicators, and accountability structures.
Drives organizational and operational transformation through modernization of processes, technology, systems, and service delivery models.
Identifies opportunities to improve efficiency, resiliency, service quality, and customer experience across assigned divisions and the broader organization.
Uses data, performance trends, and emerging practices to inform decision-making and continuously improve infrastructure delivery, services and operations.

Brings extensive experience leading large, complex infrastructure systems, projects, or programs, including oversight of engineering, architectural, and/or operational divisions, fiscal management, resource optimization, and multi-disciplinary teams.
Required Minimum Qualifications
Education requirement: Bachelor's Degree in Engineering or Architecture.
Experience Requirement:
Five (5) years of engineering leadership experience, which must have included director-level management responsibilities.
One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision making experience with planning and organizing multiple programs, projects, operations or functions.
Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
License/Certifications:
Requires a valid Driver's License at the time of application.
Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.
Licenses and certifications must be kept current as a condition of employment.
