State Programs Member Engagement Specialist (Facilitated Enrollment)

Responsibilities The MarketPlace Facilitated Enroller is responsible for identifying and educating potential members on all aspects of the plan, including new Medicaid, CHP/EP/QHP, and answering questions regarding plan features and benefits. Responsible for identifying and assisting current members due to recertify their healthcare coverage for Medicaid, EP, QHP, and CHP by completing member’s annual recertification application and adding eligible family members. Engage in enrollment activities over the phone or in person through onsite coverage at hospitals, provider offices, City agencies, community business partners, and Community Based Organizations (CBO’s). Complete and review all applications prior to submitting to NYSOH marketplace. Assist members with selecting a high-quality Primary Care Physician (PCP), ordering member ID card, and making monthly premium payments. Use the Healthfirst provider directory via the provider search tool, verify correct information, and update Salesforce/Member 360/OnContact/BizTalk as needed. Manage inbound and outbound telephonic enrollment process as part of the Sales enrollment; perform function remotely when required, following telecommuting policy. Educate members about digital tools including HF mobile application, Twilio, and NowPow. Maintain an adequate Book of Business (BOB) for all encounters and leads on a daily basis. Conduct group educational seminars/presentations, including Healthfirst products and services, preventive care education in person or virtually. Participate in health-related activities/special events such as health fairs, parades, holiday theme events, trade show expos, provider sponsored events, and evening/weekend activities as needed. Establish and maintain good working relationships with external business partners such as hospitals, provider organizations, City agencies, small businesses, and CBO personnel. Develop and strengthen relations to generate new opportunities for Healthfirst, including new sites and event requisitions. Maintain current knowledge of product benefits, formulary, sales system functionality, policies, and procedures. Demonstrate knowledge of regulatory and corporate guidelines; stay abreast of changes across all lines of business. Follow protocols and guidelines from sales auditing department regarding schedule and site changes. Maintain adequate marketing materials for recertification applications. Adhere to departmental attendance policy, participate in staff meetings, one-on-one meetings with management, required training sessions, and regulatory exams. Complete annual NYSOH marketplace recertification, Corporate Compliance, Sexual Harassment Training, and any required training from City Department of Health (CDOH) or Human Resources Administration (HRA). Understand and implement the Plan’s policies and procedures for the facilitated enrollment and renewal process. Provide management with information on opportunities at current or potential marketing sites. Remain knowledgeable of competitor’s products and marketing practices; recommend process improvements to management. Minimum Qualifications Knowledge of Medicaid, Essential Plan, Child Health Plus, Qualified Health Plan, Medicare or other healthcare product lines. Basic knowledge of Microsoft Office (Excel, Word, PowerPoint). GED or high school diploma. Preferred Qualifications Associate or Bachelor's degree. Bilingual preferred.
