Talent Manager (O-5 Billet) Non-Supervisory - External
U.S. Immigration and Customs Enforcement (ICE)
Overview The Talent Manager at ICE Health Service Corps manages recruitment and hiring for PHS Commissioned Officers. Duties include creating announcements, candidate outreach, event management, data analysis, training, and policy development. Demonstrated ability to quickly learn and adapt to new systems and programs is highly valued. This position is only open to current USPHS officers. Responsibilities Complete IHSC human resources recruitment functions such as, among others: creating announcements, candidate examinations, selections for IHSC, recruitment reports, auditing and closing out announcements. Collaborate with administrative staff and hiring authorities to fulfill recruitment and staffing needs. Provide managers, employees, and job applicants with information on the organization\'s recruitment and placement procedures, practices, policies, and guidelines. Manage IHSC recruitment and retention processes, including internal and external collaboration, coordination, recruitment event management, and developing and maintaining recruitment and retention procedures. Develop, deliver, manage, and maintain human resource information systems (e.g., staffing) and HR projects or programs such as conducting recruitment and staffing data analysis, interpreting data, and producing reports for IHSC Leadership. Contact potential candidates by phone and email; respond to inquiries related to employment with IHSC. Assist interested candidates with questions about the application process, qualifications, current vacancies, and provide general information regarding benefits, pay, and leave schedules. Manage the positions allocated for PHS and Civil Service. Develop and conduct annual training for hiring authorities. Manage IHSC recruitment strategy, policy, guides, and standard operating procedures. Coordinate outreach activities, including hosting and attending in-person and virtual events, visits to job fairs, and events hosted by professional associations. Other duties as assigned. Requirements You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. You must successfully pass a drug screen. Males born after 12/31/59 must certify registration with Selective Service. Requirements by Closing Date: You must meet all requirements by the closing date of the announcement unless otherwise noted. Service Remaining Requirement Agreement: Upon appointment, officers will be required to serve an 18 to 24-month commitment to IHSC. Assignment Pay Agreement: You must not have a current Assignment Pay Agreement. If you have one, it must be fulfilled within 90 days of your application submission. Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position. Qualifications Knowledge of, and skill in applying, a wide range of methods, principles, and practices used in the recruitment and placement process; knowledge of occupational design of positions within assigned organizations. Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact in highly charged emotional situations. Physical Demands Sitting and/or standing for extended periods (6-8 hours). Performing repeated bending motions. Average manual dexterity for computer operation. Phone use for extended periods. Travel required (recruitment events, conferences and workshops). Education Required Knowledge, Skills, And Abilities Graduate degree in human resources management preferred; or graduate/professional degree in health profession discipline with program management experience. Must maintain requirements for clinical licensure. If a clinician, must be able to TDY internally to support the field as needed. Knowledge of PHS personnel policies and procedures. Knowledge of program policies and guidelines relating to personnel management. Knowledge of organizations and responsibilities of all levels of government operations for recruitment and retention. Ability to work independently and efficiently in a fast-paced environment; flexible to adapt to sudden changes in schedules and work-related requirements. Ability to collaborate with stakeholders outside of the personnel unit and agency. Proficient with Microsoft Office Suite or related software, including SharePoint, and ability to review and interpret data. Proficient with or able to quickly learn USA Staffing, HR information systems, applicant-tracking software, or other recruitment systems. Additional Information This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, IHSC Personnel Unit (IPU). This is a non-supervisory position, and the incumbent will report directly to the Section Chief, Staffing and Recruitment. As the Talent Manager, the incumbent manages the IHSC recruitment and hiring program for U.S. Public Health Service (PHS) Commissioned Officers and civil service. Work involves recruiting and advising management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization\'s mission. IHSC has a multi-sector, multidisciplinary workforce of more than 1,600 employees, including PHS commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 17 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually.
