Opportunity Awaits, Apply Today! HPA Rural Health Transformation Program (RHTP) Procurement & Contract Specialist 3 (Two Positions Available)
The primary purpose of the RHTP Procurement & Contract Specialist position is to negotiate and develop solicitations and contracts, intergovernmental and grant agreements for OHA and ODHS related to the Rural Health Transformation Program that comply with all federal and state laws, Oregon Administrative Rules, agency policy and procedures, and other established criteria. This Position will be a primary liaison between ODHS and OHA. Oregon’s Rural Health Transformation Program is a priority, federal-state collaborative focused on initiatives to strengthen health care access, quality, and sustainability in rural communities by advancing regionally tailored models of care, workforce support, and technology adoption. It coordinates investments and partnerships across state agencies, local providers, and community partners to supports regionally driven solutions that reflect local needs to improve outcomes, reduce administrative burden, and advance long-term system stability.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR A bachelor’s degree and two years of professional-level procurement and contract experience related to the position. OR Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.

If you have any of these, please let us know in your application. The ideal candidate will possess the following knowledge, skills, and experience:
- This position requires Oregon or national procurement certification be obtained and maintained to meet delegation requirements. Expertise in Oregon and national procurement requirements, including the ability to obtain and maintain required procurement certification to meet delegation requirements; demonstrated skill in advising program staff on procurement and grants processes, including sequencing, documentation, approvals, and timelines.
- Demonstrated ability in delivering excellent written and verbal communication and providing technical assistance to internal and external partners, contractors, and vendors.
- Proven experience in project management and coordination, including developing specific goals and plans, prioritizing and organizing work, coordinating a wide range of logistics, managing timelines, and adapting to changing conditions and shifting priorities.
- Advanced proficiency in data tracking software and organizational systems, including intermediate-level Excel and Smartsheet, spreadsheets, databases, and file systems, with the ability to develop and maintain effective systems for tracking, organizing, and reporting information.
- Proven track record of coordinating work across multiple divisions, agencies, and external partners without direct supervisory authority, including collaboration skills that support effective coordination with Procurement, DOJ, fiscal services, and program leadership.
- Demonstrated expertise in leading and influencing cross-functional work, providing effective technical assistance, and exercising appropriate judgment when working with community partners, contractors, vendors, and program staff.
- Extensive knowledge of CMS regulations, guidance, and reporting requirements, with proven capability in correctly assessing the political and institutional environment in which decisions are made and implemented.
- Highly skilled in using online and virtual learning and collaboration environments, including Teams and Zoom, with a successful track record of coordinating work, maintaining effective communication, and accomplishing multiple priorities in virtual environments.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
