Job Description

The NYC Health Department’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) falls within the Division of Disease Control, oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS’s over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis. The Viral Hepatitis Program conducts surveillance, and develops and implements programs and projects to prevent, manage and treat hepatitis B and C in New York City. Reporting to the Project Director and working with the Capacity Building unit, you will be assigned specific viral hepatitis linkage to care initiatives and strategies addressing the Plan to Eliminate Viral Hepatitis in New York City by 2030. Under direction of the Project Director and Director of Capacity Building, you will develop, implement, and evaluate program activities; meeting with external organization staff (such as program managers, clinicians, and service providers) to understand their program implementation and service delivery needs; and provide tailored technical assistance to support effective program outcomes.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Monitor contracts and budgets ensuring timely and accurate invoicing in compliance with agency policies and procedures.
- Plan and coordinate with contractors the implementation of linkage to care initiatives program model and evidence-based practices (using Salesforce, MS Teams and Planner.
- Analyze program data and conduct quality assurance (using REDCap, SAS, Tableau, MS Forms).
- Engage collaboratively with internal and external stakeholders to address service delivery needs and improve program outcomes.
- Develop, implement and evaluate quality improvement projects to increase viral hepatitis screening, linkage to care, and treatment rates.
- Conduct comprehensive literature reviews and critically evaluate health research studies to support implementation of evidence-based strategies and interventions.
- Stay up to date on the latest trends, developments and innovations related to viral hepatitis screening, linkage to care, treatment and relevant topics such as immigration and substance use to enhance overall effectiveness of the program.
- Contribute to the development and dissemination of program protocols, resources and tools to support program outcomes.
- Maintain accurate records and prepare reports.
- Support the dissemination of program findings, including for presentations and manuscripts.
- Supervise one or two staff.
- Contribute to Capacity Building and Viral Hepatitis Program activities.
- Contribute to the Bureau’s racial justice and health equity activities.
- Complete other tasks as assigned.

PREFERRED SKILLS:
- Master’s degree from an accredited college or university with a specialization in public health, health management, or a related field
- Strong working knowledge of Salesforce, REDCap SAS, Tableau, Excel and other MS Office software
- Experience and expertise in collecting, managing, cleaning, analyzing, and reporting data
- Experience in project management, including planning, implementation, and evaluation activities
- Ability to coordinate, engage, and foster collaboration among diverse stakeholders, including community organizations, and health care providers
- Knowledge of implementation science and public health interventions
- Strong written and oral communication skills
- Ability to work both independently and within a team
- Adaptability and willingness to learn
- Ability to prioritize and manage multiple tasks
- Professionalism and reliability
- Initiative and proactive approach to work
- Knowledge of hepatitis B and C, including prevention, control strategies, and current epidemiological trends, as well as broader infectious disease expertise (preferred but not required).

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
