Summary:

The Compliance Manager is responsible for overseeing and ensuring regulatory compliance across the CDS Housing affordable housing portfolio. Working collaboratively with Community Managers, property operations staff, and organizational leadership, this position ensures compliance with all federal, state, and local affordable housing program requirements, including Low Income Housing Tax Credit (LIHTC), HUD/HOME, Housing Trust Fund (HTF), and other applicable regulatory programs. The Compliance Manager monitors program compliance, conducts file reviews and audits, develops and implements policies and procedures, provides training and guidance to site teams, and supports property operations in maintaining maximum occupancy while minimizing compliance risk. This role requires extensive affordable housing compliance experience, strong analytical and organizational abilities, exceptional attention to detail, and proficiency with affordable housing compliance and property management software, including RealPage. The Compliance Manager serves as a key resource in promoting operational excellence, regulatory adherence, collaboration, customer service, and continuous improvement throughout the housing portfolio.

 

Essential Job Functions:

• Understand and conduct all business in accordance with regulations of HUD, DHCR, HFA, USDA and all other federal and state supervisory agencies, Fair Housing, Americans with Disabilities Act, OSHA, federal, state, local and all other laws pertaining to the organization’s multifamily housing and employees.
• Reviews tenant files and waitlist management for compliance and maintains Landsman policies and procedures with regards to Fair Housing, tenant selection, and regulatory procedures. Works with property staff to approve eligible applicants and ensures that all admissions comply with program regulations and fair housing. Assists on site with new property lease-ups.
• Reviews and tracks certifications, corrections and transmits property data into required agency and partner monitoring systems. Including but not limited to Procorem, NYSHCR Data Collection System, Tenant Rental Certification System (TRACS), Management Interactive Network Connection (MINC).
• Maintain SAM renewals, runs and maintains EIV back-up reports and binder. Supports site staff with access to HUD systems 
• Provide support via phone, email and/or in person to Community Managers with regards to correct policies and procedures of program certification, as well as outstanding compliance related issues. Researches Fair Housing/Equal Opportunity questions brought forth by property managers or tenant.
• Notify the Director of Housing and Asset Manager of any/all regulatory issues relating to affordable housing programs in a timely manner.
• Provides trainings and conducts in-house audits. Follow up on tenant file audit findings to ensure compliance and report corrections as required.
• Prepares documents and required quarterly and annual reports including annual AFHMP outreach.
• Prepares and processes utility allowances and gross rent changes.
• Maintains property management software and maintenance of forms
• Ensure submission of monthly reports to DHCR, HUD, USDA or other regulatory agencies as required.
• Attend all recommended / mandated trainings to stay current with compliance regulations and Fair Housing Laws.
• Follow all company rules, regulations, policies, and procedures as set forth in training sessions, manuals, memos and other means of communication.
• Performs all other duties as assigned.

Knowledge, Skills, and Abilities:  

• Comprehensive knowledge of affordable housing regulations, eligibility requirements, income certifications, recertifications, rent restrictions, and compliance reporting.
• Demonstrated ability to manage multiple priorities, meet deadlines, and maintain a high level of accuracy in a fast-paced environment.
• Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and other business software applications.
• Experience with RealPage and affordable housing compliance software, including system setup, maintenance, reporting, and file management.
• Strong written and verbal communication skills with the ability to draft, edit, and review professional correspondence, policies, procedures, reports, contracts, and other business documents.
• Strong analytical, organizational, and problem-solving skills.
• Ability to train, mentor, and provide compliance guidance to Community Managers and site teams.
• Ability to effectively interpret and communicate complex regulatory requirements to various audiences.  

Education and Experience:  

• High School Diploma or GED required.
• Associate's or Bachelor's degree in Business Administration, Real Estate, Property Management, Public Administration, or a related field preferred.
• Equivalent combination of education, professional certifications, and affordable housing compliance experience will be considered.
• Minimum of five (5) years of progressively responsible affordable housing compliance experience required, including extensive knowledge of Low Income Housing Tax Credit (LIHTC), HUD/HOME, and Housing Trust Fund (HTF) programs.
• Prior experience overseeing compliance for a multi-site affordable housing portfolio preferred.
• Certified Occupancy Specialist (COS) or, Tax Credit Specialist (TCS), or equivalent affordable housing certification preferred; ability to obtain applicable compliance certifications within 6 months of hire if not currently held.

  All experience and education requirements, except when required by federal, state, or local laws or requirements, may be waived at the discretion of management with the approval of the Executive Vice President, in collaboration with Human Resources.

• Must meet applicable Vehicle Operator Requirements.
• Travel to Properties Required

• Attend mandatory education and training modules as scheduled; obtain and maintain required certifications.
• Maintain all required certifications/training by State regulations and CDS policy
