Position Summary
Under the supervision of the Executive Director, the Human Resources Manager, oversees all aspects of the HR department, ensuring compliance, developing and implementing policies in collaboration with the QIPI Department, and leading the team to achieve company goals. They manage all aspects of ADP including time and attendance, recruitment, employee relations, performance management, and support organizational development.

We are currently seeking a full-time Human Resources Manager to work Monday through Friday from 8:00 AM to 4:30 PM.

What You'll Do

HR Leadership & Compliance

• Develop and implement HR strategies that align with organizational goals.
• Ensure compliance with applicable federal, state, and local employment laws and regulations.
• Develop, implement, and maintain HR policies and procedures.
• Serve as a trusted HR resource to leadership and employees.
• Stay current on HR regulations, trends, and best practices.

Payroll & HRIS

• Oversee and process payroll for all employees, ensuring accuracy and timeliness.
• Review employee timekeeping and resolve discrepancies.
• Manage and maintain the organization's HRIS.
• Ensure employee records and HR data are accurate and up to date.
• Identify opportunities to improve HR processes and systems.
• Hands-on payroll processing experience is required. Experience with ADP Workforce Now is highly preferred.

Employee Benefits

• Administer employee benefit programs and serve as a resource to employees regarding benefits.
• Coordinate with benefit providers and vendors as needed.
• Support benefit enrollment and changes.
• Help resolve employee benefit questions and issues.
• Maintain accurate benefit records and ensure appropriate administration of benefit programs.

Employee Relations

• Partner with managers and employees to address employee relations matters.
• Conduct and document employee investigations and make recommendations based on findings.
• Provide guidance to management regarding workplace concerns, policies, and employee performance.
• Support unemployment claims and hearings as necessary.
• Address and coordinate matters related to the Family and Medical Leave Act (FMLA) and other employee leave needs.
• Maintain confidentiality when handling sensitive employee information.

Talent Acquisition

• Manage the recruitment process from sourcing through hiring.
• Develop and maintain qualified candidate pools for open positions.
• Partner with hiring managers to identify staffing needs and support effective hiring decisions.
• Identify opportunities to improve recruitment strategies and processes.
• Support onboarding and new hire processes.

Performance Management

• Lead the employee performance evaluation process and ensure reviews are completed timely.
• Partner with managers on performance management, coaching, and documentation.
• Review performance evaluations for consistency and accuracy.
• Assist management with employee separations and ensure appropriate documentation and procedures are followed.

Compensation & Learning

• Support administration of compensation programs and salary structures.
• Assist with maintaining compensation practices aligned with established salary bands.
• Develop and coordinate learning and development initiatives.
• Track employee training and maintain appropriate training records.
• Ensure employees complete required training in a timely manner.

What We're Looking For
We are looking for an HR professional who brings a combination of HR knowledge, operational expertise, sound judgment, and strong interpersonal skills .

Required Qualifications

• Bachelor's degree in Human Resources, Business Administration, or a related field.
• 5–7 years of progressive HR experience.
• Hands-on experience with payroll processing .
• Experience administering employee benefits .
• Experience handling employee relations matters , including investigations and workplace concerns.
• Experience managing or supporting full-cycle recruitment .
• Experience working with an HRIS .
• Strong knowledge of employment laws and regulations.
• Strong analytical, problem-solving, communication, and interpersonal skills.
• Ability to work independently, manage competing priorities, and meet deadlines.
• Ability to maintain a high level of confidentiality and discretion when handling sensitive information.

Preferred Qualifications

• Experience with ADP Workforce Now or a similar comprehensive HR/payroll system.
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
• Experience working in a nonprofit, human services, healthcare, or community-based organization.
• Experience supporting a rural or community-based organization.
• Experience serving in an HR leadership or HR business partner capacity.

The ideal candidate will be someone who:

• Knows payroll and is comfortable owning the process rather than simply reviewing reports.
• Has strong working knowledge of employee benefits and can confidently answer employee questions and resolve issues.
• Is comfortable navigating employee relations situations with professionalism, discretion, and good judgment.
• Can effectively partner with managers while also holding leaders and employees accountable to HR policies and practices.
• Understands recruiting and talent acquisition and can help managers attract and select qualified employees.
• Can move between strategic HR conversations and detailed operational work without hesitation.
• Is organized, accurate, responsive, and able to manage confidential information appropriately.
• Is comfortable working in an environment where the HR function requires both independent ownership and strong collaboration .

Work Environment
This position primarily operates in a professional office environment and regularly uses computers, phones, and other standard office technology. The position may require travel as needed.
