Strategic Development Analyst (Strategic Planning & Compliance Manager)

About Community Health Services The Community Health Services Division is part of Public Health – Seattle & King County and works to improve health outcomes for individuals, families, and communities across King County. The division provides direct health services, supports community-based programs, and works in partnership with local organizations, health care providers, and government partners to address health inequities and expand access to care. Position Summary The Community Health Services Division is seeking a Strategic Development Analyst (Strategic Planning & Compliance Manager) to provide high-level professional expertise, analysis, strategic planning, policy direction, compliance oversight, operational analysis, and project management for the Health Care for the Homeless Network (HCHN), its contracted partners, and its Street Medicine Program. This new role sits on HCHN senior leadership under the direction of the HCHN Regional Health Administrator and will support long‑term sustainability, operational efficiency, compliance readiness, growth, and strategic direction of the HCHN Street Medicine team and contracted network. Work Schedule Monday through Friday, 8:00 am to 5:00 pm Work Location Hybrid model with office days at the Chinook Building (401 5th Ave, Seattle, WA 98104) and telecommuting. Employees must reside in Washington state within a reasonable distance to the King County worksite. Job Duties Serve as an expert in the described area of specialization, performing high‑level project work and acting as a special advisor and consultant to management, leadership, and others. Provide strategic leadership and planning support for HCHN program priorities, operational direction, sustainability, and long‑term growth. Analyze and assess operational, financial, staffing, compliance, program, and system‑level data to identify trends, gaps, risks, opportunities, and areas for improvement. Develop recommendations and implementation strategies to improve operational efficiency, sustainability, and compliance readiness. Lead operational compliance activities related to HCHN programs, support operational site visits and audits, and ensure strategic responses to federal and local funder requirements and requests. Review compliance findings and collaborate with program leadership and partners to strengthen compliance, quality improvement efforts, and regulatory adherence. Collaborate with the Grants and Resources Administrator and HCHN leadership to identify, evaluate, and pursue funding opportunities that support program sustainability and expansion. Monitor and analyze policy changes and funding trends and opportunities. Support advocacy and strategic positioning efforts for HCHN programs through cross‑divisional and departmental partnerships. Advocate for policies, programs, and services to improve community health and resilience, especially for people living unsheltered or homeless. Lead and support special projects and cross‑functional initiatives as assigned within the scope of the role. Supervise the Grants and Resources Administrator and provide strategic leadership, technical assistance, coaching, and oversight across grant development, procurement, compliance coordination, reporting, and resource development efforts. Foster collaborative relationships across internal teams, contracted partners, and divisional and departmental leadership. Represent HCHN in divisional, departmental, countywide, and interagency meetings and initiatives. Ensure strategic planning, compliance activities, operational recommendations, funding and procurement strategies, and program development efforts align with King County’s Equity and Social Justice framework and anti‑racist commitments. Promote and support care models grounded in harm reduction, trauma‑informed care, low‑barrier access, patient‑centered care, and racial equity. Support strategies that reduce barriers to care for people experiencing homelessness and populations disproportionately impacted by health inequities. Qualifications Ideal Candidate (Minimum) Experience leading complex strategic initiatives, operational improvement efforts, compliance activities, or system‑level projects in healthcare, public health, behavioral health, homelessness services, government, or community‑based settings. Experience analyzing operational, financial, staffing, compliance, and programmatic data. Experience supporting or leading compliance reviews, operational site visits, audits, or quality improvement activities. Experience supporting or leading funding development, procurement, sustainability planning, grant strategy, or resource development initiatives. Minimum of 5 years in a leadership role overseeing strategy and compliance operations for multidisciplinary teams, including regulatory reporting and risk management. Minimum of 3 years’ experience supervising staff and providing leadership across cross‑functional teams and initiatives. Demonstrated experience with grant and resource management as it relates to compliance and reporting for government funding. Excellent leadership and interpersonal skills to guide teams and influence organizational culture. Experience developing, managing, and leading teams, and establishing and implementing procedures to improve program operations. Demonstrated change management and process improvement experience. Organizational skills: ability to multitask, prioritize, and maintain flexibility in a fast‑paced environment, and meet or exceed deadlines. Strong analytical, organizational, communication, problem‑solving, conflict‑resolution, facilitation, and project management skills. Skill in gathering, analyzing and synthesizing data; effective report writing; and presenting statistical and narrative information to stakeholders. Progressive leadership experience in large government or private organizations, including leading projects of significance on behalf of organizational leadership. Advanced skill in communicating orally and in writing, including formal presentations, influencing decision‑makers in a political environment, and working with media and the public. Skilled in partnership building, negotiating, and building collaborative relationships with partner agencies, community members, and external stakeholders. Advanced knowledge and skill in managing highly visible and politically sensitive projects; skill in organizing, planning, and preparing detailed documentation to support such projects. Experience leading interagency planning and policy development while incorporating community input and experience. Knowledge of and ability to lead with equity and social justice in an organization, program, or community setting. Demonstrated understanding of how structural racism and other systems of oppression contribute to homelessness and related issues of poverty, mental illness, substance use, and more. Most Competitive Candidate (Desired) Specialized knowledge and experience working in healthcare for the homeless programs, street medicine, harm reduction programs, or homelessness response systems. Knowledge of and experience with homeless health services, or other aspects of housing and human services in King County, WA. Master’s degree in Public Health, Science, or Public Administration or equivalent combination of education and professional experience in program strategy, operations compliance, or systems leadership. Experience working with or across multiple levels of government (state, county, federal) to achieve desired outcomes.
