POSITION SUMMARY:

This is an exempt position providing property management, asset management oversight, and regulatory compliance for certain assigned properties within the St. Louis Housing Authority's public housing portfolio. Supervises leasing and maintenance staff to ensure timely leasing of vacant units, performance of initial eligibility and annual reexaminations of resident income and family composition, ensure resident compliance with the terms of the lease, and promptly respond to and resolve resident maintenance needs and other complaints. Ensure compliance with asset management principles and sound property management practices, HUD rules and regulations, and SLHA policies and procedures to safeguard agency assets. Establish work procedures and priorities for meeting deadlines and accomplishing multiple tasks, and ensure physical integrity of all properties within the assigned portfolio.

REQUIRED QUALIFICATIONS

• Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree in Business, Finance, Accounting, Real Estate or Public Administration with 5 – 7 years of experience in property management or related work experience. A Public Housing Manager (PHM) or Certified Occupancy Specialist (COS) certificate is preferred or ability to obtain certification within one year of employment. Must be a self-starter and solutions driven. Applicable experience may be substituted for a degree.

DUTIES AND RESPONSIBILITIES

• Ability to achieve and maintain optimum performance of assigned properties and staff in accordance with agency and departmental goals and objectives and property management principles.
• Prepare budgets, monitor expenditures, sign invoices, track fee for service labor to ensure fiscal soundness of the property.
• Ability to manage waiting list and select residents for occupancy in accordance with SLHA guidelines and Fair Housing policies and procedures.
• Ability to perform eligibility reviews for prospective tenants and ensure units are leased in a timely fashion; maintain a lease-up rate of 98% or greater.
• Ability to perform annual and interim re-certifications of all residents, enforce provisions of the lease agreement and all HUD and SLHA policies, regulations and guidelines as applicable to all residents. Promptly serve lease violation notices when necessary and attach to electronic client file.
• Ability to initiate eviction court proceedings in accordance with Missouri Landlord Tenant Law, HUD regulations and SLHA policies when no other remedy can be obtained. Appear in court when required by legal counsel.
• Establish rent collection procedures and assess applicable tenant charges for vacated units. Provide status reports on delinquent accounts and document rent collection efforts. Ensure goals for rent collections are met.
• Ability to respond to necessary and emergency needs and requirements of residents at any time, which includes after hours emergencies. Notify appropriate members of SLHA executive management as required. Ensure completed maintenance tasks meet established SLHA inspection guidelines and time constraints.
• Ability to procure services and supplies for property as needed within budget constraints and in accordance with SLHA procurement procedures.
• Review resident transfer requests and approve or deny in accordance with SLHA transfer policy.
• Implement and inform residents and support staff of HUD and SLHA policies, procedures, rules and regulations.
• Review and develop current required and anticipated needs for capital expenditures. Document and report these requirements to SLHA executive management.
• Meet with resident associations, service coordinators and SLHA management on an as needed basis to oversee the housing management and maintenance staff's development and implementation plans to enhance the appearance, maintenance, security and resident compatibility aspects.
• Maintain records, prepare reports and other correspondence as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

• Ability to compile information for operational reports including per unit and trend analysis, occupancy turnover and market studies; knowledge of principles and practices of budget development and contract administration.
• Knowledge of HUD multifamily and public housing policies, procedures, assessment systems, dwelling unit requirements and all phases of low-income public housing programs; applicable federal, state, and local laws, regulatory codes, ordinances and procedures.
• Considerable knowledge of modern principles, practices and techniques of Property Management Administration and comprehensive project and program development, implementation, and management.
• Skill in data processing systems, data entry, access and interface with computers through the use of remote terminals.
• Ability to ensure response to emergencies and establish on call procedures for after-hours emergencies.
• Skill in oral and written communications.
• Ability to prepare narrative, statistical and financial reports.
• Ability to establish and maintain effective working relationships with residents, subordinates, co-workers and persons in and outside the Authority.
• Knowledge of principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
• Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
