About this Role:

Under the general direction of a Supervisor II, the Disability Supervisor oversees the planning, organizing, and directing of staff responsible for a range of sensitive human resources functions, including disability transactions and related support services. The Disability Supervisor manages day-to-day unit operations, prioritizes and assigns workloads, reviews work products for accuracy, completeness, compliance, and timeliness, identifies and resolves issues, assesses training needs, and guides staff performance and development. The role also requires regular collaboration with control agencies such as the State Controller’s Office (SCO), State Personnel Board (SPB), California Public Employees’ Retirement System (CalPERS), the California Department of Human Resources (CalHR), and other governmental partners.

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) with their application for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience qualify them for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS with additional information about their experience and qualifications concisely in writing. DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not replace the SOQ.

The SOQ must be no more than two pages in length, single-spaced, and in an Arial 12-point font. You must indicate your Full Name and Job Control Number at the top right corner and answer the following questions:

1. Outline the specific experience you have that makes you a strong candidate for this position?
2. Explain what customer service means to you and share a specific example that illustrates your approach and effectiveness in delivering excellent service

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• 2-3 years of disability experience.

• 3 to 5 years of Human Resources personnel and payroll experience.

• Excellent organizational skills, adaptability with changing assignments and priorities.
• Strong written and verbal communication abilities, and the capacity to conduct thorough research.

Telework and Salary Information

Telework: This position is currently eligible for teleworking up to one day per week and is required to report in person a minimum of four days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’s Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement is considered for an employee’s designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 Agreement

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs each employee to receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
