Program: As the heart and soul of the Adult & Teen Challenge model, our residential discipleship programs minister to students day in and day out with the love of Christ. General Statement of Duties & Responsibilities: 40% Girls Program Supervision & Regulatory Compliance 20% Outreach, 20% Evangelism, and 20% Fundraising It is the Director’s responsibility to oversee the operation of the Girls Adolescent Program, providing vision and planning for the therapeutic girls boarding school, and to serve as the program’s Chief Administrator for purposes of Idaho state licensing. It is also the responsibility of the Director to secure the necessary funding needed to operate the program. Position requires specific responsibility for the Girls Adolescent Program by: Oversight of the program to ensure students are being discipled in a safe, trauma-informed, therapeutic environment; that staff are trained to provide healthy recovery and clinical services appropriate to adolescent females; and that volunteers are recruited and screened to partner in the transformation process. Ensuring the program operates in full compliance with the State of Idaho Department of Health & Welfare, Division of Licensing and Certification, including IDAPA 16.04.18, “Children’s Agencies and Residential Licensing,” as it applies to Children’s Residential Care Facilities. Providing outreach opportunities to program communities by training staff and students to conduct storefront displays, prevention presentations, and service projects. Establishing evangelism through itineration services, community focused ministry, and participating in Christian rallies and concerts. Managing internal accountability to program revenue through fundraising such as Student Scholarship, Itinerations, and donor meetings; Working with the Regional Development team and local Development Coordinator on annual fundraising strategies. This position is determined to be a ministry staff position by role and function. Duties will include when necessary or directed: leading prayer and Bible studies, discipling students and others, conducting evangelistic or humanitarian outreaches, and teaching religious or non-religious instruction. Accreditation & Regulatory Compliance Responsibility: The Director bears direct and personal responsibility for ensuring the Girls Adolescent Program maintains full compliance with all applicable State of Idaho licensing standards and all Teen Challenge USA accreditation requirements at all times. This responsibility includes: Maintaining the program’s Idaho Department of Health & Welfare license in good standing under IDAPA 16.04.18, including timely license renewal, cooperation with mandatory visitations and surveys, and prompt correction of any cited deficiencies within required timeframes. Achieving and maintaining Teen Challenge USA program accreditation/certification, including preparing for and participating in all accreditation reviews, self-studies, site visits, and reporting required by Teen Challenge USA. Ensuring staff qualifications, training records, clinical documentation, and facility operations meet or exceed both Idaho state licensing requirements and Teen Challenge USA accreditation standards on an ongoing basis, not only at time of review. Promptly notifying the VP of Campus Ministries of any compliance concerns, licensing deficiencies, or accreditation findings, and developing and executing corrective action plans within the timeframes required by the Department and by Teen Challenge USA. Serving as the program’s primary point of contact for the Idaho Department of Health & Welfare, Division of Licensing and Certification, and for Teen Challenge USA accreditation representatives. Supervision Received: Works under the direct supervision of the VP of Campus Ministries, who determines goals, assigns work, and reviews performance for overall effectiveness by use of the Metric Matrix, other reports, observations, and conferences. Employee shall exercise a high degree of independent decision making and judgment in relation to scope of duties and responsibilities. Supervision Exercised: Exercises full supervision of the Girls Adolescent Program and other designated areas of responsibility, including participation in the selection of new personnel, training, performance evaluation, responding to grievances, and disciplinary issues. This position may be scheduled to supervise students or volunteers alone. Because this program serves an all-female adolescent population, the Director must ensure adequate female staff coverage for supervision, hygiene, and safety consistent with required staff-to-child ratios under IDAPA 16.04.18. No staff will supervise any student or volunteer of the opposite sex alone. Examples of Principle Duties: (Examples do not cover all duties that will be performed) To carry out the vision and mission for the Girls Adolescent Program in direct relationship with the Regional ministry. To conduct staff training and development specific to the therapeutic and safety needs of adolescent girls in a residential setting. A thorough working knowledge of all program policies and procedures relative to assigned scope of duties, specifically the ATCPW “Staff Policies and Procedures Manual,” “Crisis Manual,” and “Student Manual,” as well as IDAPA 16.04.18. Assembles data and prepares regular and periodic reports pertaining to the work and overall effectiveness of the program, including documentation required for state licensing surveys. Cooperates with the Executive Director and/or Division Leader to provide data in determining feasibility of establishing new programs which involve the coordination of several program components of considerable cost. Develops plans to resolve difficult points of procedure; carries out directives and resolves problems independently. Works with the Regional team to conduct fundraising strategies including events such as banquets, auctions, golf tournaments, trusts, grants, and business luncheons. Represents the Girls Adolescent Program through social, civic, pastoral, community, and business organizations through membership and involvement. Networks with other local ministry leaders within the community; conducts itineration, outreach services, and other public speaking opportunities. Works with the Development Coordinator to promote the program through newsletter development, mailings, website updates and maintenance, local media, and other means of advertising and promotion. Selects Advisory Committee members and conducts support committee meetings as needed. Organizes the administrative functions of the program, delegates duties, and establishes a formal means of accountability on the part of subordinates. Ensures evangelism and mission opportunities for staff and students. This may include short-term mission assignments, school assemblies, prison and jail ministries, door-to-door evangelism, storefront drug-awareness teams, feeding programs, street outreach, and service ministry. Establishes the Emergency Action Plan for the program, which must include: 1) a list of contacts for notification of emergency services as required, 2) an evacuation plan for the facility, 3) notification of designated staff personnel as required, and 4) working knowledge of the automatic fire alarm system. Serves as the program’s designated Chief Administrator under IDAPA 16.04.18, ensuring background clearances (IDAPA 16.05.06), incident reporting, service plans, and all other licensing documentation are maintained and current. Possesses good standards of personal hygiene and a clean, neat appearance, including prescribed standards for hair and dress. Other related work as required. Requirements Recruiting Requirements - Knowledge, Skills and Ability: In leading the Girls Adolescent Program, the following will be expected: Considerable knowledge of the methods and practices of supervision and the ability to carry them out. Considerable knowledge of administrative procedures and the ability to apply those principles. Working knowledge of office equipment, facilities maintenance and repair, and the ability to apply that knowledge. Working knowledge of administrative record-keeping procedures and accounting principles and practices. Considerable knowledge of federal, state, county, and Idaho Department of Health & Welfare laws and regulations as they pertain to a licensed children’s residential care facility, including IDAPA 16.04.18. Working knowledge of the developmental, behavioral, and trauma-informed care needs of adolescent females in a residential treatment setting. Considerable ability to work harmoniously with and to supervise the work of program staff, clerical and support workers, licensed treatment professionals, case managers, student interns, and volunteers. Ability to communicate effectively in both oral and written form. Emotional maturity, professional objectivity, and the ability to act in a Christian manner. Qualifications Experience and Training: A Bachelor’s degree from an accredited college or university in behavioral science, human services, public administration, business administration, biblical ministry, or a related field; and A minimum of two (2) years of experience working directly with children or adolescents, and three (3) years of experience in staff supervision and administration, consistent with the Idaho Department of Health & Welfare’s Chief Administrator qualifications for a licensed children’s residential care facility (IDAPA 16.04.18.213); or Completion of a career development program combining work-related experience, training, or college credit that provides a level of achievement equivalent to the Bachelor’s degree described above, per IDAPA 16.04.18.213; or Any satisfactory equivalent combination of experience and training demonstrating the ability to effectively execute the duties and responsibilities of Director, Girls Adolescent Program, and to qualify as the program’s Chief Administrator under Idaho law. Special Requirements: Must meet all State of Idaho Department of Health & Welfare, Division of Licensing and Certification requirements to serve as Chief Administrator of a licensed children’s residential care facility / therapeutic girls boarding school under IDAPA 16.04.18, including successful completion of a criminal history and background clearance under IDAPA 16.05.06, “Criminal History and Background Checks.” Currently have, or be working toward, ministerial credentials from an Evangelical organization. Possession of, or ability to obtain within 30 days, a valid driver’s license in State of domicile. Ability to obtain and maintain current CPR and First Aid certification within 90 days of employment, as required for staff working independently with children under IDAPA 16.04.18.221.
