Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, National Programs Division Medical and Fitness Branch, located in Washington, D.C. Additional selections may be made beyond the total number of vacancies specified using this vacancy announcement. Further selections may also be made for additional organizational divisions and/or units within the duty location(s) listed above. Learn more about this agency Duties Help This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10) with promotion potential to $187,093.00 (GS-14 Step 10). Major duties of this position include:
- Directing the Medical and Fitness Branch by managing subordinate supervisors and specialists; exercising delegated personnel management authorities for selection, performance evaluation, training, awards, discipline, and grievance resolution to maintain a high-performing workforce.
- Planning, organizing, coordinating, and implementing agency-wide medical and fitness programs, providing expert guidance and interpretation of HR policies and regulations, and ensuring compliance with federal requirements to support the employment and retention of agency employees.
- Reviewing and recommending actions on programming and resource allocation requests, monitoring program accomplishments and performance metrics, conducting program reviews and audits, and advising leadership on program effectiveness and areas requiring corrective action.

- Bargaining Unit: This position is not covered under the bargaining unit.
- Directing or managing human resources programs related to medical, fitness, or drug-free workplace initiatives for a large organization.
- Providing expert guidance and interpretation of human resources policies, regulations, and procedures to management and staff.
- Overseeing subordinate supervisors and specialists, including responsibility for personnel management functions such as selection, performance evaluation, training, discipline, and grievance resolution.
- Planning, organizing, and evaluating the effectiveness of agency-wide human resources programs, including resource allocation and program compliance with federal regulations.
- Analyzing program data, preparing reports, and making recommendations to improve program performance and ensure alignment with organizational objectives.
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/14/2026.
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
- Participation in a study abroad program sponsored by a U.S. affiliated college or university
- Working as a contractor, intern, consultant or volunteer supporting the U.S. government
