Construction Project Manager

We are seeking an experienced Construction Project Manager to manage capital construction, renovation, and building improvement projects from initial planning and design through construction, closeout, and final billing.
This position serves as an owner's representative , coordinating architects, engineers, consultants, general contractors, internal stakeholders, and regulatory agencies while maintaining accountability for project scope, budget, schedule, quality, safety, and compliance .
The ideal candidate has experience managing multiple construction projects concurrently and is comfortable overseeing design development, reviewing construction documents, managing project costs and schedules, negotiating change orders, reviewing contractor payment applications, and resolving issues throughout the construction lifecycle.
Experience with multifamily, affordable housing, public-sector, institutional, municipal, or HUD-funded construction projects is highly desirable.
Key Responsibilities
- Manage multiple construction and capital improvement projects from project inception through design, procurement, construction, closeout, and final billing .
- Develop clear and achievable project plans, scopes of work, budgets, schedules, milestones, and deliverables.
- Maintain accountability for project scope, cost, schedule, quality, and overall performance.
- Coordinate project activities among architects, engineers, consultants, general contractors, internal departments, property management teams, residents, and other stakeholders.
- Establish project goals and communicate expectations to project team members and stakeholders.
- Identify potential project risks, delays, conflicts, and cost issues and implement corrective actions in a timely manner.
- Manage project resources and ensure projects remain aligned with approved budgets and schedules.
- Manage architectural and engineering design contracts.
- Lead project scope development and coordinate design requirements with project stakeholders.
- Review architectural and engineering drawings, specifications, and other design documents for:
- ccuracy
- Scope completeness
- Constructability
- Code compliance
- Value engineering opportunities
- Cost effectiveness
- Coordinate design reviews with architects, engineers, consultants, permitting authorities, and applicable regulatory agencies.
- Ensure design documents comply with applicable federal, state, and local building codes, regulations, and project requirements .
- Review design bulletins, revisions, Requests for Information (RFIs), and other project documentation.
- Manage the activities of the rchitect of Record, engineers, consultants, and general contractor from Notice to Proceed through project completion.
- Conduct and lead regular project meetings with architects, engineers, contractors, consultants, and stakeholders.
- Conduct or participate in on-site construction progress meetings.
- Review contractor construction schedules and monitor progress against contractual milestones.
- Review contractor three-week look-ahead schedules and identify potential schedule conflicts or delays.

- Review and evaluate contractor payment applications and supporting documentation.
- Track payment requests through the internal approval process.
- Review proposed change orders, contractor pricing, independent cost estimates, and supporting documentation.
- Negotiate change-order pricing and scope as appropriate.
- Monitor contingency usage and project budget impacts.

- Develop and maintain project budgets and confirm adequate funding prior to project commitments.
- Monitor commitments, expenditures, contingencies, forecasts, and remaining project funds.
- Review project cost variances and recommend corrective actions when needed.
- Track overall project performance against approved schedules and budgets.
- Review contractor progress schedules and identify schedule risks.
- Provide accurate project forecasts and status updates to leadership and stakeholders.
- Maintain complete and accurate project records within the designated project-management system.
- Track project milestones, deliverables, change orders, RFIs, schedules, costs, and overall progress.
- Prepare weekly and periodic project status reports.
- Present project progress, risks, budget status, schedule concerns, and recommended solutions to stakeholders and leadership.
- Document variances from contract documents and approved project requirements.
- Maintain accurate records necessary to support audits, project reviews, and contract administration.
- Manage project punch-list, closeout, turnover, and final billing activities.
- Review closeout documentation for compliance with contract requirements.

- Verify that outstanding project issues are resolved before final acceptance.
- Document lessons learned and recommend improvements for future projects.
- Serve as a resource and mentor to less-experienced project managers and project team members.
- Share construction-management best practices and lessons learned.

- Represent the organization professionally when working with contractors, consultants, regulatory agencies, residents, and community stakeholders.
- Respond to urgent construction or property-related situations outside normal business hours when necessary.
- Perform other related duties as assigned.
- Bachelor's degree in Construction Management, Architecture, Engineering, Building Construction, or a related field , or equivalent combination of education and directly relevant construction-management experience.
- Minimum of 4 years of progressively responsible construction project-management experience .
- Demonstrated experience managing construction or building-improvement projects from planning through closeout.

- Valid driver's license and ability to travel to project sites.
- OSHA 30-Hour certification , or ability to obtain certification within six months of employment.
- Experience working as an Owner's Representative .
- Multifamily residential construction experience.

- PMP - Project Management Professional certification.
- CCM - Certified Construction Manager certification.
