It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**Responsible for processing requisitions, purchase orders, and competitive bids for general and specialized commodity areas such as equipment, material and supplies. Responsible for developing, negotiating and procuring less complex commodity and simple service procurements under the department's delegation. Position handles commodity procurement; prepare Request for Information, Request for Quote, and Invitation for Bid and purchase from State Term Contract etc. Confer with end users and vendors to obtain product information, such as price availability, and delivery schedule for equipment, material and supplies. Position may assist in specification development and bid evaluations. Position requires communication with clients in the development of projects, planning or procurements and scheduling of procurement activities. Reviews requisitions below the formal bid threshold and determines appropriate supply source in adherence to procurement-related statutes, administrative codes and Procurement Manual.**Knowledge Skills and Abilities/Management Preferences****Salary Grade Range** $41,206 - $72,113**Recruitment Range** $41,206 - $56,000**\*\*Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours\*\***Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Through strategic oversight and collaborative leadership, the Secretary’s Office supports the effective coordination of over a dozen core divisions, ensuring that agency-wide priorities are aligned, resources are used responsibly, and services are delivered with equity and impact.**About the DHHS Office of Procurement, Contracts, and Grants** The **Division of Property and Construction** supports the North Carolina Department of Health and Human Services by managing its statewide facilities portfolio, which includes 18 state-operated campuses totaling over 7.7 million square feet and 148 leased properties covering approximately 1.2 million square feet. The division provides maintenance, housekeeping, and grounds services for the Dorothea Dix Campus and basic maintenance and grounds support for the Governor Morehead School.
