Public Works Maintenance Supervisor

Maintenance Supervisor The City of Norwalk is seeking an experienced Maintenance Supervisor to join its Public Services team. The Maintenance Supervisor performs a variety of administrative, supervisory, and technical work in the maintenance and operation of City buildings, facilities, parks, and streets; establishes maintenance policies and procedures; performs related duties as required.

CLASS CHARACTERISTICS

This classification is a first line section supervisor in the Public Services Department or the Recreation and Parks Department responsible for employees engaged in the maintenance and repair of City buildings, facilities, parks, streets and greenscape. SUPERVISION RECEIVED Works under the general supervision of the Public Services Superintendent or the Park Superintendent. SUPERVISION EXERCISED Exercises direct supervision over assigned Maintenance Workers, summer youth, court referrals and other staff. Essential Duties Plans, coordinates, supervises, directs, and inspects the work of crews and contractors involved in maintenance functions such as asphalt and concrete operations, traffic and signs, sewer cleaning, street sweeping, street light and signal operations, facility maintenance, graffiti operations, greenscape,tree maintenance or park maintenance. Determines work assignments and utilization of personnel, equipment and materials; develops daily work schedules and coordinates completion of assigned tasks. Assists in the preparation of the section budget; monitors expenditures of allocated funds; performs cost control activities; and ensures effective use of resources. Evaluates service needs, equipment, work methods and operations; prepares estimates; evaluates section policies, procedures, and services to determine effectiveness and recommends changes; establishes policies and procedures relating to the preventative maintenance and repair of facilities, buildings, streets, greenscape and parks. Establishes and enforces operating and safety procedures; conducts safety training for section employees. Responds to public inquiries and work requests regarding the level of maintenance services. Determines and secures appropriate products, materials, and equipment to be used in section projects; develops and prepares specifications for services, equipment, and materials; may interact with sales representatives; prepares purchase orders; maintains inventories such that adequate materials, supplies, and tools are available; ensures tools and equipment are properly maintained and kept in proper working condition; keeps records of time, materials, supplies, equipment, and work performed. Assists in the selection of employees; plans, organizes, and assigns work; develops and establishes work methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; recommends disciplinary action. Coordinates major maintenance or construction projects with staff and contractors; reviews plans and blueprints of proposed projects; inspects work performed by contractors to ensure compliance with City regulations and standards. Qualification Guidelines Knowledge of: the tools, equipment, supplies, and safe methods of maintenance work; record keeping, budgeting, and purchasing procedures; pertinent laws, codes, and safe work practices; principles and techniques of supervision, training, discipline, and work planning. Ability to: plan, organize, and supervise the work of assigned staff; establish and maintain standards of maintenance and repair; select and estimate quantities of supplies and equipment; inspect project and determine adequacy of work performed; ensure work is accomplished within budget limitations; prepare and present oral and written reports; allocate equipment, materials, and personnel in a cost effective manner; establish and maintain cooperative working relationships. Education And/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary. Example combinations include: Graduation from high school or equivalent and five years of responsible experience in public works maintenance and repair work, including two years of experience in a lead capacity. Related college level coursework is highly desirable. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, is required to wear a respirator and is subject to vibration. The noise level in the work environment is occasionally loud.

Benefits For General Unit Employees Retirement: Membership in the Public Employee's Retirement System (PERS) is as follows: Employees hired after January 1, 2013 who are new to Cal-PERS, or are returning members with a break in service greater than six months, will be enrolled into the 2% @ 62 retirement plan formula and will be required to pay up to 50% of the "normal costs" currently 8.5%). Returning members with a break in service less than six months may be enrolled into the 2% @ 55 retirement plan formula and will be required to pay 7% of their reportable compensation (employee contribution), if eligible. Vacation Leave: Eighty hours per year after completion of one year; 120 hours per year after completion of 5 years; 160 hours per year after completion of ten years or more. Sick Leave : Credit for sick leave with pay shall accrue at the rate of (8) hours for each calendar month of service. A 3,000 hour Hourly Unit employee who is hired to a full-time position, shall have the right to use any previously earned sick leave while serving their probationary period in the new promotional classification. However, the probationary period will be extended by the amount of time used. Medical Plan: Each employee has a choice of insurance plans offered through the California Public Employees' Retirement System (CalPERS). The City currently pays the monthly premium cost up to $1,600. Dental Insurance: Covered through Delta Dental Plan. The City pays 100% of the premium for employee plus dependents. Vision Insurance: Covered through Vision Services Program (VSP). The City pays 100% of the premium for employee plus dependents. Group Life Insurance Plan: Life insurance is provided at no cost to the employee. The City provides $5,000 term insurance to employees with less than 5 years of service. Effective the first month following completion of 5 years continuous service, employees are covered with insurance equal to one and one-half times their annual salary.
