Social Services Supervisor

The Social Services Supervisor is responsible for the administration and supervision of Community Services programs, the interpretation, assessment and recommendation of policies and the supervision of assigned staff. Work may be assigned within different community service areas and have differing missions and goals. This position is supervising the Homeless Outreach Services Team (HOST). This team manages a housing phone line, street outreach, referrals to the Emergency Housing Services Building, housing case management, landlord outreach and is present in court for residential evictions.

DESIRABLE EXPERIENCE:

• Experience as a supervisor, lead worker, team lead, or leading a program/committee
• Experience supporting grant and budget managements, such as submitting grant applications, preparing reports or tracking spending
• Paid work experience developing and managing homeless and housing support services
• Familiarity with State of MN and federal funding and mandates for housing and homeless services
• Experience coordinating and monitoring contracts and grant agreements with service providers
• Experience with creating and/or implementing strategies around Diversity, Equity, Inclusion and Belonging, and person-centered approach into all facets of work

SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration. HOURS / DAYS: 8:00 a.m. - 4:30 p.m., Monday - Friday. Work schedules (hours and days) and location are subject to change based on department needs. ANTICIPATED HIRING RATE: $96,033.60 - $131,123.20 Annually E-Verify Participation: Washington County participates in the federal E-Verify program.

Employment Criteria

MINIMUM QUALIFICATIONS: This position requires a Bachelor's Degree in Social Work or related field (public administration, public health, community health, environmental health, nursing, behavioral science etc.) and five years of full-time professional work experience in a public human services/public health agency and/or a private human services/public health agency that contracts services with a public agency, or equivalent. A Master's Degree in Social Work or related field may substitute for up to one year of required Social Worker experience. Additional requirements for specific unit assignments may be identified when a vacancy occurs.

Duties & Responsibilities

1. Provide program administration.
2. Develop and administer Community Services programs and set standards.
3. Implement, monitor and evaluate procedures.
4. Prepare and administer budgets for assigned services.
5. Develop plans for specialized program grants.
6. Monitor unit budgets.
7. Review service trends to help project expenses.
8. Authorize service expenditures.
9. Compile program statistical activity reports.
10. Assist in development, implementation and monitoring of program/client data.
11. Develop, coordinate and monitor working agreements and contracts with service providers.
12. Maintain knowledge of state and federal rules and regulations and stay current on what related agencies are doing.
13. Interpret and implement state and federal rules and regulations.
14. Recommend policies and develop programs and procedures required to carry out objectives and requirements.
15. Coordinate, lead and/or participate on task force committees and multi-disciplinary teams at the state and local level to represent County program needs.
16. Provide information, education and policy recommendations on service programs for stakeholders needing program expertise in policy setting.
17. Participate in agency management policy and program development via scheduled management meetings, program proposal evaluation, team meetings and other management team activities.
18. Supervise assigned staff.
19. Interview and make staff recommendations.
20. Create and manage work schedules.
21. Provide work direction and review work for accuracy.
22. Provide program supervision, clinical supervision and case consultation to staff.
23. Develop and facilitate staff training.
24. Guide staff through changes in laws, processes, services or programs.
25. Respond to grievances or special issues.
26. Conduct performance reviews.

Performs other duties as assigned. Essential functions: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, and 26. WORK ENVIRONMENT Sedentary work involving office and limited fieldwork. Lifting requirement may include occasional lifting of up to 20 pounds. Exposures to infectious diseases, bodily fluids, and persons with behavioral challenges are rare to occasional in nature. Use of general office equipment to include, but not be limited to personal, laptop, or handheld computers, pagers, cellular phone, telephone, fax and copy machines, calculator, audio and video recording equipment. Additional physical/mental requirements that occur may not be listed above but are inherent in performing the position's essential functions.
