Role Description: The Occupational Safety and Health Program Specialist provides administrative, technical, and programmatic support for DC Water’s Occupational Safety & Health initiatives, including industrial hygiene, hazardous materials management, and fire & life safety programs. This position supports the coordination, implementation, and tracking of safety programs and assists in ensuring compliance with applicable federal, state, and local regulations including OSHA, EPA, and NFPA requirements. Essential Duties & Responsibilities: Assists in the coordination and implementation of safety programs. Supports scheduling and logistics for inspections, audits, training sessions, and drills. M Aintains safety records including inspections, training, and SDS documentation. Tracks compliance with OSHA, EPA, and NFPA requirements. Supports site inspections and hazard assessments. Tracks corrective actions and follow-up activities. Coordinates training programs and tracks certifications. Prepares reports and presentations for leadership. Supports emergency preparedness and incident response activities. Maintains safety databases and tracking systems. Performs other related duties as assigned at the discretion of the immediate supervisor. Supervisory Responsibilities: N/A Key Working Relationships: Key working relationships are with the Operations Safety Manager, Program Managers, Safety Specialists, operational personnel across DC Water, and external agencies such as Occupational Safety and Health Administration (OSHA), United States Environmental Protection Agency (EPA), and District Department of Energy and Environment (Washington, D.C.) as needed. Skills & Qualifications: The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided. Required Skills & Qualifications Required Experience: Three (3) years of practical experience working in construction, utilities or a safety, health, or environmental program. Minimum Education Requirements: Bachelor’s degree in Environmental Management, Environmental Science, Environmental Safety, Safety Management, Chemistry or related environmental or safety field from an accredited college or university or the equivalent combination of education and experience consisting of a high school diploma or General Educational Development (GED) certificate and seven (7) years of practical experience working with construction, utilities or a safety, health, or environmental program. Required Skills: Written and verbal communication skills. Required Licenses & Certifications: N/A Physical Requirements: Subject to indoor and/or outdoor conditions that include exposure to extreme cold and/or hot temperatures. Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dusts, mists, gases, or poor ventilation, or exposure to oils or other cutting fluids. May be required to lift and carry equipment to and from training sites. May be required to stand and walk for long periods in the performance of the normal duties. The duties of this position may require working varied hours throughout the day and working emergency duty hours. This position is required to work a varied work schedule, which will include nighttime hours to visit DC Water facilities and jobsites to conduct inspections, assessments, and investigations. Appropriate personal protective equipment (PPE) will be provided to ensure the safety of the employees. This may include, but is not limited to gloves, safety glasses, shoes, earplugs or muffs, hard hats, respirators, or coveralls, vests, and full body suits.
