HUMAN RESOURCE MANAGER
Department Human Resources Reports To Executive Director FLSA Non-Exempt Position Summary The Human Resources Manager is responsible for coordinating and overseeing administrative activities related to Care By Clark's personnel. This position develops recruitment and retention strategies, facilitates the hiring and onboarding of new employees, maintains personnel records, supports employee relations and performance management, and implements quality-assurance systems to ensure compliance with agency policies, licensing and accreditation standards, and applicable local, state, and federal employment regulations. The Human Resources Manager works collaboratively with agency leadership to maintain appropriate staffing levels and promote a qualified, dependable workforce capable of providing high-quality, person-centered services to individuals with intellectual and developmental disabilities. Essential Functions and General Responsibilities Recruitment and Staffing Support the development and implementation of human resources initiatives, procedures, and systems. Collaborate with program leadership to identify current and anticipated staffing vacancies. Maintain an accurate and current agency staffing spreadsheet. Develop and implement effective strategies for recruiting and retaining qualified employees. Source applicants through employment databases, online job boards, social media, community partnerships, educational institutions, job fairs, and other recruitment resources. Review applications and assess applicants’ knowledge, skills, experience, qualifications, and suitability for available positions. Schedule interviews and oversee the development and preparation of interview questions and other hiring and selection materials. Coordinate with agency leadership throughout the interview, selection, and hiring processes. Track recruiting activities and outcomes to identify opportunities for improvement. Pre-Employment Screening and Onboarding Ensure all required pre-employment screenings are initiated, completed, reviewed, and documented in accordance with agency policy and applicable regulations. Verify that applicants meet the requirements of the position before employment begins. Ensure that all new-hire documents are accurate, complete, and submitted within required timeframes. Enter new-hire information into applicable agency databases and human resources systems. Coordinate and monitor the onboarding process for new employees. Communicate with new employees and agency leadership regarding orientation, training, required documentation, and employment expectations. Maintain systems for tracking incomplete onboarding requirements and follow up until all requirements are satisfied. Employee Relations and Performance Management Provide guidance to managers and supervisors regarding employee relations, performance concerns, disciplinary actions, grievances, and consistent application of agency policies. Support management in investigating and addressing employee complaints, disciplinary matters, and workplace concerns. Use performance-management tools to provide guidance, feedback, and support to employees and supervisors. Assist with performance evaluations, corrective-action plans, coaching, and employee development initiatives. Promote fair, consistent, and timely application of personnel policies throughout the agency. Maintain appropriate confidentiality when handling employee information, workplace investigations, medical information, and other sensitive matters. Support employee retention and engagement efforts. Respond professionally and promptly to employee questions and concerns. Compliance and Records Management Stay current on employment laws, regulations, licensing requirements, and recognized human resources practices. Help ensure the agency’s compliance with applicable local, state, and federal employment laws and regulations. Develop, implement, and monitor quality-assurance systems related to personnel files, employee credentials, background screenings, training, and other employment requirements. Maintain complete, accurate, organized, and confidential personnel records in accordance with agency policy, licensing requirements, and legal record-retention standards. Conduct routine reviews and audits of personnel records and HR processes. Identify compliance concerns and communicate needed corrective action to appropriate agency leadership. Assist with licensing surveys, audits, investigations, and requests for personnel documentation. Prepare HR reports and staffing information as requested by agency leadership. Participate in the development, review, and revision of agency personnel policies and procedures. Complete all other duties as assigned. Ability to effectively and efficiently use computers and mobile devices to enter, access, modify, store, retrieve, and communicate information. Ability to learn and use applicant-tracking systems, human resources information systems, electronic training platforms, and other agency software. Willingness to perform responsibilities assigned outside this job description when necessary to support agency operations. Physical Expectations This position requires extended periods of sitting and working at a computer, with intermittent periods of walking and standing. The position may also require bending, kneeling, stooping, reaching, and climbing stairs. The employee may be required to operate a motor vehicle and travel to agency locations, community resources, job fairs, educational institutions, meetings, and other sites. Working Conditions Work is primarily performed in office and residential home environments. The employee may be exposed to routine office noise, telephones, computers, office equipment, and frequent interruptions. Travel between agency locations and community sites may be required. Because services are provided in residential and community settings, the employee may encounter bloodborne pathogens, infectious or communicable diseases, behavioral situations, and other conditions associated with a 24-hour human-services environment. The employee must follow all applicable health, safety, and infection-control procedures. Minimum Qualifications Minimum of two years of successful recruiting experience. Demonstrated knowledge of human resources practices, recruitment, onboarding, employee relations, and personnel-record management. Working knowledge of applicable employment laws and regulations. Highly developed verbal and written communication skills. Ability to interact effectively and professionally with a wide variety of stakeholders. Ability to speak effectively before groups and represent the agency at recruitment events and community meetings. Proficiency with applicant-tracking software, human resources systems, or the ability to learn new systems quickly. Ability to effectively manage time, prioritize responsibilities, and maximize efficiency. Ability to maintain confidential and sensitive information. Must not have a disqualifying criminal history. Must not be listed on the Missouri Department of Mental Health Employee Disqualification List or have a disqualifying substantiated finding of abuse, neglect, or misuse of funds. Must successfully complete all required background screenings and employment verifications. Must possess a current, valid driver's license with an acceptable driving record. Must have access to reliable transportation to travel between agency sites and attend community meetings, job fairs, and other work-related events. Preferred Qualifications Bachelor’s degree in human resources, business administration, organizational leadership, or a related field. Previous human resources experience in healthcare, behavioral health, intellectual and developmental disability services, or another regulated human-services setting. Experience with employee relations, performance management, HR compliance audits, and regulatory surveys.
