Maintenance Mechanic

Summary This Maintenance Mechanic position is located within the Facilities Management Service at the VA Medical Center in Portland – OR. The role combines the duties of a journeyman carpenter, journeyman painter, and journeyman sign maker, allowing flexibility in work assignment. Qualifications Applicants must demonstrate sufficient training or experience in carpentry, painting, and sign making. This includes constructing and repairing structural items, interpreting blueprints, and applying coating techniques. Candidates will be evaluated against the OPM Federal Wage System Qualification Standards, with a screen‑out element for ability to perform the work without more than normal supervision. Experience requirements include:

• Construction, alteration, or repair of buildings, stairs, and framing.
• Working with wood, metal, and composite materials.
• Painting, rendering, and finishing surfaces using accepted methods and special finishing techniques.
• Sign fabrication and installation.

Volunteer work, paid and unpaid, is credited when it demonstrates the necessary competencies. The appropriate training and experience may be gained through academic programs, on‑the‑job training, or volunteer service such as Peace Corps or AmeriCorps. Duties The incumbent as a journeyman carpenter will work on construction, alteration, repair, and modification of structures such as frameworks, doors, finish paneling, windows, ropes, and interior and exterior trim. Use skilled techniques to construct, install, repair, and modify wood and wood‑substitute structures and items requiring close tolerance fit for structural soundness. Plan and complete projects from layouts to final assembly, working from blueprints, sketches, and work orders. Interpret drawings, blueprints, and specifications independently to determine layout, work sequences, and materials. Accurately cut straight angles and curved cuts, replace glass window panes, and install sheets and plaster. Mix concrete, install footings, curbs, walls, and perform plastering on various surfaces. Lay and repair floor coverings and install plastic coverings on countertops, etc. Carry out preventive maintenance and inspections on tools, equipment, and machinery. Set up and operate woodworking machines and tools, assemble items with miter, rabbet, data, bisquit, mortise‑and‑tenon joints, and use adhesives. Use wood, metal, and composite materials when installing or replacing interior partitions, flooring, panels, suspended ceilings, countertops, and moldings. As a journeyman painter, apply special coating methods, finishing, marbling, and graining, ensuring coating finishes meet match, texture, decorative, thickness, and level requirements. Prepare surfaces by cleaning, smoothing, filling, shaping, leveling, and applying pre‑coating agents. Use standard tools and equipment such as brushes, rollers, spray guns, trowels, screeds, straight edges, viscosity testers. As a journeyman sign painter, fabricate and install signs, ensuring margins, spacing, letter formation, and consistent design across the facility. Order signs and materials from commercial vendors and make stencils or templates as needed. Remove signage and repair wall damage when required. Work schedule: Tuesday – Saturday, 2:00 p.m. – 10:30 p.m. (PST).
