Salary Range: $48,672.00 - $73,008.00This position performs specialized duties in support of the department's payroll and accounting functions. Success in this position contributes to the efficiency and effectiveness of department operations.**MAJOR DUTIES*** Sets up and maintains wage garnishments, child support payments, IRS tax levies, and student loan garnishments; processes income verifications.* Processes payroll to include review of set-up and maintenance of all employees’ compensation, timecards, and tax information.* Prepares Payroll Positive Pay and ACH files for integration to banking institutions.* Update payroll earnings and deductions in Workday as necessary.* Maintains the Board and Clerk 941 spreadsheets to assist in timely quarterly 941 tax filing.* Reconciling payroll liabilities to include employee taxes, Florida Retirement System, benefit deductions, and garnishments.* Posts journal entries for accruals and discrepancies, as needed.* Assists external and internal partners in resolving questions concerning payroll processing.* Processes the Survey of Government Employee Census report annually.* Prepares a variety of regular and special reports to assist in budgeting, cost allocations and other pay-related reporting.* Prepares and manages office correspondence.* Converts raw data into a variety of formats for presentations to the Board and external agencies.* Assists auditors, as needed.* Performs other duties as assigned.**KEY COMPETENCIES OF POSITION*** Accountability & Dependability – Takes personal responsibility for the quality and timeliness of work and achieves results with little oversight.* Adaptability & Flexibility – Ability to react positively to changing business needs, conditions, and work responsibilities.* Attention to Detail & Accuracy – Diligently attends to details and pursues quality in accomplishing tasks.* Customer Focus – Builds and maintains customer satisfaction with the services offered by the organization.* Development & Continual Learning – Displays an ongoing commitment to learning and self-improvement.* Drive & Determination – Exhibits a positive attitude and a desire to independently operate effectively.* Knowledge – Understanding of department payroll policies and procedures, rules and regulations governing the garnishment of employee wages, and basic accounting principles.* Office Technology – Ability to utilize equipment, office software (ex. Benchmark, Landmark) to meet business needs.* Problem-Solving – Skill in the analysis of problems and the development and implementation of solutions.* Stress Tolerance – Maintains composure in stressful or adverse situations.* Tact – Diplomatically handles challenging or tense interpersonal situations.* Teamwork – Promotes cooperation and commitment within a team to achieve goals and deliverables.**SUPERVISORY CONTROLS**The Payroll Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.**GUIDELINES**Guidelines include GAAP, the Payroll Source Book, and county policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.**PHYSICAL DEMANDS/ WORK ENVIRONMENT*** The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.* The work is performed in an office.**SUPERVISORY AND MANAGEMENT RESPONSIBILITY**None.**MINIMUM QUALIFICATIONS*** Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.* Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.* Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of a high school diploma or equivalent.* Ability to meet the public and effectively address their needs in a courteous, tactful, and professional manner. Possess the ability to cope with customers in impromptu situations.* Ability to communicate effectively in both oral and written form and possess the ability to follow complex oral and written instructions.* Ability to establish and maintain effective working relationships with co-workers, other governmental agencies, attorneys, judges and their assistants, businesses, and members of the general public.* Ability to use a computer terminal to enter data quickly and accurately.* Knowledge of a wide range of administrative and clerical procedures and systems such as word processing, managing files and records, transcription, designing forms, and other office procedures, office equipment, and terminology.* Ability to learn and understand specialized information, including Florida state statutes, Florida Rules of Procedure, administrative orders, codes, policies, procedures, forms, and legal terms, and to apply that knowledge in carrying out job assignments accurately and efficiently.* Ability to work with confidential and/or sensitive data and comply with state and federal guidelines.* Ability to work in an environment that includes frequent interruptions and simultaneous detailed attention to multiple tasks.* Ability to work within time constraints and workload surges.* Ability to work in a fast-paced environment with frequent interruptions while maintaining speed and accuracy.* Ability to sit or stand at the front counter for extended periods, while concentrating on repetitious or complex tasks.**PREFERRED QUALIFICATIONS*** Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.* Three to five years of experience in a Clerk’s office environmentDepartment:Finance DivisionJob Type:Full timeCandidates may apply through the St. Johns County Clerk of the Circuit Court and County Comptroller’s Online Application System.
