Charleston, SC, US 8 days ago Requisition ID: 2118 Global Compensation provides compensation services to U.S. Foreign Service employees, Department of State Civil Service employees and Locally Employed (LE) staff. They provide both American and LE Staff payroll services for U.S. Agencies Overseas and Annuity services for Foreign Service Retirees. With locations in Charleston, South Carolina and Bangkok, Thailand, Global Compensation manages one of the most complex compensation environments in the world, providing compensation services in 180 countries and 140 currencies. Services include time and attendance, payroll, annuity payments, customer support, withholding, benefits, record keeping and reporting for our employees working domestically and overseas at our Embassies and Missions. Global Compensation’s primary goal is to provide world‑class compensation services to its customers. Job Responsibilities Process and validate time and attendance (T&A) reporting bi‑monthly, calculate pay, individual leave accounts, and allotments of pay for posts. Research, analyze and process pay actions for Additional Entitlements such as Communications Differential, Danger Pay, Departure for Post, Extraordinary Quarters Allowance, Language Incentive Pay, Overpayment, Physicians Comparability Allowance, Post Allowance, Premium Pay, Special Allowance, Supplemental Post Allowance, and T&A Processing. Monitor and reconcile Additional Entitlement adjustments including T&A Adjustment Monitoring, Employees Not Paid Report, SCALP Report, Post Differential Tables, Automated Adjustment Report, and T&A Correction Errors. Receive, research, analyze and process pay actions for Remaining Deductions such as Advance of Pay, Combined Federal Campaign, Earned Income Credit, Garnishments, Official Residence Expense, Union Dues, W‑2/1099 requests, and Year‑to‑Date Adjustments. Verify validity of personnel actions and service contract agreements, rejecting incomplete or non‑compliant documentation and advising post personnel offices of required corrections. Answer employee questions regarding payroll matters and provide clear, timely communication. Audit, analyze, and reconcile reports or accounts, making adjustments as needed; perform manual calculations for retroactive adjustments when automated systems are insufficient. Research and resolve erroneous payments, compute overpayments due to system deficiencies, prepare repayment schedules, and enter collections in accordance with federal debt‑collection regulations. Prepare and submit payroll cycle reports to the U.S. Department of State as requested. Skills Superior multi‑tasking, customer service, analytical, organizational, oral and written communication skills. Proficiency with word‑processing, spreadsheets and database management systems; intermediate Microsoft Excel and Word experience. Qualifications Preferred: senior level experience in management, budget, program analysis, procurement, personnel management, auditing, or inspection with significant experience reviewing foreign affairs operations. Knowledge of business process analysis, management analysis, workflow analysis, re‑engineering, project management, resource management, cost analysis, personnel and budget analysis, and audit or inspection processes. Work Schedule The employee will work an 8‑hour shift between 6:15 am and 6:00 pm with a non‑compensated lunch of 30, 45, or 60 minutes.
