About this Job
The Volunteer and Outreach Program Coordinator (Biologist DCL-B) serves as the Department's subject-matter expert and primary advisor on volunteer management, volunteer engagement, and the use of the Department's volunteer management system. The position is responsible for ensuring the effective administration, coordination, and evaluation of the agency's volunteer program while providing technical assistance, training, and support to staff. The position also serves as the Department's central coordinator for public outreach requests, ensuring requests are properly documented, evaluated, assigned to appropriate staff, and tracked through completion. This position works collaboratively across divisions and with internal and external partners to expand volunteer participation, improve outreach efforts, and support the Department's mission.
Minimum Qualifications
A bachelor's degree in a biological science, marine science, environmental science, wildlife or fisheries, animal science, forestry, or natural resources plus six years of experience in wildlife or fisheries, forestry, or environmental science; OR
A non-thesis master's degree in a biological science, marine science, environmental science, wildlife or fisheries, animal science, forestry, or natural resources plus five years of the required specialized experience; OR
A master's degree with a completed thesis or a doctorate in a biological science, marine science, environmental science, wildlife or fisheries, animal science, forestry, or natural resources plus four years of the required specialized experience.
SUPPLEMENTAL QUALIFICATIONS:
Four (4) years of experience in fisheries management or wildlife management with experience in either grant management, project development, project management, or permitting of various activities.

Job Duties and Other Information
Job Duties:
- Serve as the Department's lead on volunteer management, volunteer engagement, and the use of the volunteer management system.
- Manage and maintain the Department's volunteer management software and ensure the system remains functional, accurate, and effective.
- Work with agency staff to identify volunteer needs and develop appropriate volunteer projects.
- Create and maintain volunteer projects within the volunteer management system and provide appropriate staff with access and project information.
- Monitor volunteer projects and staff utilization to ensure accurate data, consistent practices, and quality work products.
- Provide guidance and constructive feedback to staff to improve program efficiency and effectiveness.
- Serve as a liaison between program and fiscal staff to identify appropriate funding sources for volunteer projects.
- Train agency staff in the effective use of the volunteer management system and related processes.
- Analyze volunteer program data and provide information to staff and leadership to evaluate project outcomes and program success.
- Prepare quarterly and annual reports documenting volunteer participation, activities, accomplishments, and program performance.
- Serve as the primary point of contact between the Department and the volunteer management software vendor.
- Develop and deliver presentations to the public, governmental agencies, non-governmental organizations, and other partners to promote the volunteer program and recruit participants.
- Represent the Department on state and federal committees and working groups related to volunteer programs.
The ideal candidate will have:
- Experience managing volunteer programs, community engagement, outreach, or similar programs.
- Strong organizational and project management skills with exceptional attention to detail.
- Experience working with databases, software systems, or other technology used to manage programs and information.
- The ability to analyze data, identify trends, evaluate program effectiveness, and communicate findings clearly.
- Strong written, verbal, and presentation skills.
- The ability to train and provide technical assistance to staff with varying levels of experience.
- Experience coordinating multiple projects and stakeholders while meeting deadlines.
- The ability to develop effective working relationships with program, administrative, fiscal, governmental, and non-governmental partners.
- Knowledge of grant requirements, volunteer match, and federal regulations is highly desirable.
- A commitment to public service, volunteerism, community engagement, and the Department's mission.

Appointment Type : Probational Appointment, Promotion (open to all statewide classified or agency-wide permanent status employees) Current permanent status classified state employees may be required to accept a Probational appointment if selected.
