About the Team The position is in the newly created Business Transformation Office (BTO), which guides, directs and manages business transformation initiatives that are critical to the modernization of business processes, such as the Enterprise Financial System (EFS) project that will replace the existing decade-old-mainframe financial management system, FAMIS, with an updated system to manage accounts payable, budget and finance, travel and expenses, and fixed assets. By leveraging the latest technology and best practices, the modernization of financial management capabilities will serve the departments, agencies and elected officials, by providing them with accurate financial information in a timely manner to make informed decisions for the State. About the Role The position will support the Business Transformation Office (BTO) in leading statewide modernization initiatives. The Organizational Change Manager is responsible for directing the organizational change management (OCM) efforts required for the State’s transition to modernized enterprise systems, working across all phases of system design, development, testing, training, and deployment. The position will oversee the Organizational Change Section and collaborate closely with the Business Transformation Project Director, Deputy Project Director, project teams, and subject matter experts to ensure users understand, adopt, and are prepared for new business processes and system capabilities. This position will guide change strategies, stakeholder communications, training development, and readiness activities, while also contributing to policy updates and supporting long-term sustainability of new enterprise systems. The role is essential to ensuring successful transition from current to future workflows and to maintaining effective engagement across departments and key stakeholders throughout the State enterprise. In this role, you will: Lead organizational change management (OCM) for statewide modernization initiatives from planning through go-live, managing stakeholder expectations tied to deliverables, milestones, and critical events. Co-develop the overall OCM strategy with State and vendor teams across project phases. Build a change leadership network across jurisdictions and departments; identify stakeholder groups and tailor messaging for each. Serve as the OCM track lead, coordinating with the project management office and department OCM/communications leads, while collaborating with functional, business process, technical, and infrastructure tracks to align communications. Support system design, testing, training, and implementation activities; document user pain points and facilitate user adoption of new enterprise systems. Measure the effectiveness of change efforts using surveys, interviews, focus groups, and continuous-improvement approaches. Oversee training strategy, curriculum, and delivery; establish metrics to ensure content meets subject-matter expert needs; and supervise the Training Lead position. Contribute to new policies and procedures resulting from modernization; translate business requirements to support deployment and integration into State work processes. Coordinate enterprise updates related to platform enhancements, module upgrades, and patches; provide regular status to governance bodies and functional/technical teams.
