Job Summary As a core member of California’s Tuberculosis (TB) Control Branch, the Program Specialist (PS) leads a wide variety of highly visible activities in the Tuberculosis Control Branch of the California Department of Public Health. The position provides administrative and strategic leadership and analysis for complex projects, monitors real‑time progress, develops presentations and sensitive communications, and supports executive‑level decision making. Job Location and Hybrid Work This position is located in Richmond, CA. The hybrid work environment requires a minimum of four days per week in‑person, with up to one teleworking day per week, subject to change as required by the CDPH Telework Program. Starting Salary Starting salary range is $75,600. Responsibilities Apply professional or research concepts to analyze data and systems for complex projects, policies, and initiatives. Analyze, develop, and lead policies, projects, programs, and research initiatives; recommend new branch procedures and policies. Develop and lead branch and statewide meetings, monitor and update the TB Branch workplan and the California TB Elimination Plan. Provide high‑level organizational support for grant preparation, submission, and stakeholder meetings; respond to urgent requests across the branch. Develop independent responses to executive leaders, complex presentations, and research on TB elimination and health equity. Gather and analyze data to prepare reports and analyses, and develop strategic communications aligned with CDPH and UCSF brand identity. Produce white‑paper documents, presentations, executive reports, and meeting minutes on sensitive topics. Serve as executive editor and lead for branch communications on TB elimination. Analyze and evaluate current and proposed branch policies and provide guidance on enhancements. Prepare, edit, and modify documents including research reports, manuscripts, proposals, and proposals for clearance through governmental offices. Collaborate with local health jurisdiction staff and partner agencies to develop statewide communication plans for TB prevention and elimination. Assess and recommend changes to maintain compliance with branch requirements and internal policies. Develop proposals and recommendations to guide broader strategic direction for the organization. Recommend and execute proposed changes to documents and internal procedures. Design new strategies to improve systems and conduct post‑implementation analysis. Serve as program specialist for TB elimination and the TB Cooperative Agreement HRD focal point in planning and collaboration with program staff. Lead development of recommendations, guidelines, and new systems for programs and initiatives. Participate in the development and revision of standard operating procedures and guidelines. Formulate and operationalize timelines for branch‑wide activities. Coordinate branch activities that require division coordination and approval, acting as the primary contact for branch staff. Coordinate training and presentation tracking, attend national focal‑point trainings, and prepare associated reports. Schedule meetings and oversee the Branch Chief’s calendar. Coordinate information technology needs for branch staff, respond to requests from the Division and Office of Public Affairs. Develop new systems to meet human resource needs for new staff, ensuring training, information technology resources, and orientation documents are available. Qualifications Bachelor’s degree in a related area and/or equivalent experience or training. At least three years of experience in the field of tuberculosis disease, control, and prevention. Knowledge of common organization or research‑specific computer applications. Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Ability to use discretion and maintain all confidentiality. Analytical and problem‑solving skills. Strong skills in analyzing, researching, and synthesizing large amounts of data for relevant proposals and analyses. Ability to multi‑task with demanding time frames. Strong policy analysis techniques. Ability to use sound judgment in responding to issues and concerns. Ability to take, edit, and disseminate high‑quality notes in meetings with technical or medical content. Occasional local travel within California. Expertise in Microsoft Outlook, Word, PowerPoint, Access, and Visio. Knowledge of communications design tools, including InDesign, Canva, and video editing software.
