Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Contract Specialist, GS-1102-7/9/11 position located in Fort Worth, TX. This may be filled at the GS-07; GS-09, or GS-11 at management's discretion. - Serve as contract specialist responsible for pre-award and post-award functions for a variety of supply, service, A-E, and construction contracts
- Formulates the contracting approach to be taken that will best satisfy the requirement
- Provides guidance in the development of the statement of work and data requirements, determines the type of contract best suited to the requirement, and develops special clauses and terms and conditions applicable to the solicitation.
- Responds to inquiries, including formal protests and congressional inquiries.
- Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports.
- Terminates contracts for default or convenience and negotiates settlements.
- Negotiates settlements for changes, approves contract payments, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- One year trial/probationary period may be required.
- Direct Deposit of Pay is required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

- GS-07: $54,857-$71,315
- GS-09: $67,100-$87,235
- GS-11: $81,186-$105,547
- Payment of Permanent Change of Station (PCS) costs may be authorized, subject to the provisions of the Joint Travel Regulations.
- A Recruitment/Relocation Incentive MAY be offered, depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement.
