D&C Construction is an established general contractor performing construction, renovation, and repair services to water, wastewater, and other infrastructure facilities throughout New England. Since 1985 D&C has completed hundreds of public sector projects helping to deliver clean water, manage waste and storm water, and build for a more resilient future.

D&C Construction is hiring a Project Manager to lead public works construction projects that are primarily governed by Massachusetts Chapter 149. The work is centered around wastewater and sewer treatment plants, pumping stations, and related facilities. The work also includes civil construction that supports these facilities. This includes site work, yard piping, and underground utility work such as water and sewer repairs and extensions.

This role requires someone who can run a project from turnover through closeout. The Project Manager is responsible for planning the work, coordinating all parties, controlling cost and schedule, and keeping the project team aligned. Many of these projects involve rehabilitation and phased construction in active facilities. The Project Manager must be comfortable working around ongoing operations, tight shutdown windows, challenging facility start-up timelines and complex sequencing in general.

The Project Manager also supports the public agency requirements that come with this work, including coordination with municipal owners and agencies such as the Massachusetts Department of Transportation (MassDOT) and the Division of Capital Asset Management and Maintenance (DCAMM). The role includes supporting documentation and compliance needs that often accompany public work.

Key Responsibilities:

• Lead the project from contract award through closeout.
• Build the project plan and maintain a realistic schedule that reflects phasing and owner constraints.
• Manage the budget, cost reporting, forecasting, and job cost controls.
• Coordinate subcontractors, vendors, and internal field teams to keep production moving.
• Manage submittals, shop drawings, and product procurement to protect schedule.
• Track and manage requests for information and field issues so decisions do not stall work.
• Manage change management in a disciplined way, including pricing, documentation, and negotiation.
• Support pay applications, progress tracking, and required backup documentation.
• Coordinate with owners, engineers, inspectors, and stakeholders.
• Maintain a strong focus on safety, quality, and documentation.
• Support public work compliance needs, including prevailing wage documentation and required forms.
• Support agency requirements when applicable, including DCAMM processes and project documentation.
• Deliver clean turnover and closeout packages, including training and record documents when required.

Key relationships this role must manage:

• Municipal owners and public agencies.
• Engineers and resident project representatives.
• Subcontractors and suppliers.
• Internal field leadership and superintendents.
• Utility companies and third-party stakeholders when needed.

Project Profile

· Typical project size ranges from $2 million to $9 million.

· Most projects are public works under Massachusetts Chapter 149.

· Common project types include wastewater and sewer treatment plants, pumping stations, PFAS and chemical treatment work, and rehabilitation and phased projects.

· Work regularly includes both facility work (MEP) and civil and utility scopes such as yard piping, water and sewer repairs, extensions, and site restoration.

Qualifications:

Required

• Experience managing public works construction projects.
• Experience managing projects with active operations, shutdowns, or phased sequencing.
• Strong working knowledge of construction contracts, schedules, change management, and cost control.
• Ability to read plans and specifications and translate them into a workable field plan.
• Strong communication skills and the ability to run meetings that produce decisions and clear next steps.
• Strong documentation habits and comfort working in a structured public work environment.
• Valid driver’s license.

Preferred

• Experience with wastewater and sewer treatment plants, pumping stations, and process-related work.
• Experience with underground utility work including yard piping and water and sewer repairs and extensions.
• Familiarity with Massachusetts Chapter 149 requirements and typical public bid project constraints.
• Familiarity working with the MassDOT or the DCAMM.
• Experience coordinating chemical treatment work including PFAS-related scopes.
• Proficiency with common project management software, scheduling tools, and document control systems.

• Demonstrates strong owner relationships and effective subcontractor management
• Builds repeatable project routines that make the team faster and more consistent.

All candidates must demonstrate a strong and fundamental commitment to safety and must have OSHA 10 training or be willing to attend training once hired.

This position is in-person and requires frequent travel to project sites in Massachusetts.
