Manager, IT Solution Delivery

Overview As a Domain expert in IT Healthcare Integrations and Interoperability solutions with an understanding of Healthcare Payer/Provider clinical data exchange, you will own and lead valuable deliveries that improve the health experience of our members. You will lead and manage IT teams through the successful delivery of solutions to address business needs, maintain ongoing system maintenance, manage business and technology relationships, enforce architecture standards, and ensure bi‑directional data exchange between payers and providers. Responsibilities Lead an IT Solution Delivery team responsible for the successful delivery of enterprise‑wide projects. Align and guide business partners, collaborating on the delivery roadmap to meet KPIs and milestones. Coordinate technology stack, delivery team, partners and vendors with the multi‑year delivery roadmap. Stay up to date on Interoperability standards, versions, Implementation Guides and industry movement to keep BCBSNC at the forefront. Contribute and steer architectural solutions, collaborating with architecture on solutions for applications under your domain. Manage and guide the detailed design, development and integration activities for IT solutions. Provide concurrent oversight to multiple projects generally accountable to a single business division. Deliver complex status and issue communication to senior leadership, VPs and stakeholders in a clear, concise manner. Manage relationships with internal and external business stakeholders, vendors and other delivery partners. Implement technical solutions to adhere to IT guiding principles and imperatives. Contribute to the evolution and delivery of the IT strategy, inclusive of architectural patterns, standards and best practices. Maintain application health and performance through enforcement of architecture decisions that enable Blue Cross NC to better serve members. Perform analytic functions and coach team members in technical and analytical production. Guide the team through assessment of alternative systems approaches for workability and economic feasibility. Be responsible for end‑to‑end vendor management for IT partners. Assist departments with strategic analysis to provide recommendations that ensure quality, cost effectiveness, goals, and regulatory requirements are met through IT solutions in a timely fashion. Provide direct reports with well‑defined job expectations, ongoing performance feedback, accurate and timely performance appraisals, coaching, mentoring, training and conflict resolution. Play a key role in defining the Solution Delivery Methodology and enforce adherence of associated procedures. Qualifications Knowledgeable in interoperability and HL7 FHIR, FHIR work groups and governing bodies (Da Vinci, Carin, Sequoia, NCQA, CMS, etc.). Bachelor’s degree or advanced degree (where required) with 3+ years of leading IT deployment teams. 8+ years of experience in the related field; or 10+ years of experience in lieu of a degree. Bonus Points Background in payer/provider clinical data exchange use‑cases, SMART on FHIR applications and strategies. Experience with Electronic Prior Authorization (ePA), Quality Care Gaps, Risk Adjustment (HCCs), HEDIS. Familiarity with FHIR Implementation Guides, Epic Payer Platform integration and operations.
