Under the supervision and direction of the Vice President of Policy & Strategy, conducts public policy analysis and research; manages regional policy projects; collaborates with lobbying, media, field, and grassroots teams; and coordinates with stakeholders and partners to maintain coalitions and build new partnerships. Conducts public policy analysis, research, and advocacy to support sexual and reproductive health and rights in our geographic region and pursue favorable policy environments for Planned Parenthood members' operational success. Works collaboratively with the Vice President of Policy & Strategy, State Directors, and the regional public policy team to develop and implement the Planned Parenthood policy agenda and annual strategic and field campaign plans. This position is a member of the regional team supporting the policy, communications, political, and lobbying work in Alaska, Hawaiʻi, Idaho, Indiana, Kentucky, and Washington. The position will supervise the public policy analyst(s) and work closely with state-based and regional teams to ensure coordination, organization, and collaboration in policy initiatives. Manages the development of internal and external materials to support the policy agenda and strategic and field campaign plans; elevates racial justice and other aspects of reproductive justice consistently in PPAA's work; represents Planned Parenthood at state agency hearings, public forums and coalition meetings in assigned states; monitors and responds to state regulatory proposals in assigned states; develops strategies and timelines; elevates Planned Parenthood's operational and financial priorities in advocacy efforts, and contributes to the efforts of the regional public affairs team. Key Responsibilities: Conducting policy analysis and research on pending legislation and regulation in assigned states related to sexual and reproductive health, rights, and justice. Ensures that analysis and recommendations align with the needs of Planned Parenthood's member organization and patients. Ensuring positive, productive staff results by hiring, supervising, training, coaching, and evaluating policy analyst(s) and policy team interns. Managing six-state policy agenda development process in collaboration with Vice President of Policy & Strategy, State Directors, and Planned Parenthood member organizations to ensure policy agendas reflect the needs of Planned Parenthood's patients and partners. Developing and implementing systems and processes to ensure coordination and collaboration with key Planned Parenthood member organization staff in operations and finance departments to incorporate member interests in policy campaigns and goals. Managing six-state policy projects including updating and maintaining public policy handbooks, statistical databases, regional policy resources, biweekly policy newsletters, and coordination with communications and political teams. Collaborating with policy analyst(s) and Government Relations Managers to monitor rulemaking, track legislation, monitor legislative committee and state and/or local board and commission meetings, and analyze data on health finance, insurance, public health, Medicaid, and other topics to track policy implementation and inform policy efforts. May represent PPAA at coalition tables and lobbying efforts upon request and in coordination with State Directors. Will monitor lobbying time and register and submit filings if required. Serving as thought partner and advisor to State Directors and Government Relations Managers in assigned states on legislative strategy, approach, and goals. Exercises high degree of judgment and strategic thinking in best practices to advance and safeguard sexual and reproductive health, rights, and justice. Maintaining working knowledge of 501(c)3, 501(c)4, and Political Action Committee lobbying and political spending compliance requirements and supports state-based political teams in developing and reviewing political campaign materials. Incorporating reproductive justice, including racial, economic, environmental, and other frames that impact access to sexual and reproductive health care, in all PPAA positions and materials. Serving as knowledgeable subject matter expert on Medicaid, family planning funding streams, 340B drug discount program, reimbursement models, and other health finance policies that impact Planned Parenthood's member organizations. Collaborating with Director of Compliance & Operations in ensuring PPAA is engaged, monitoring, and abreast of legislative and regulatory changes to electoral, lobbying, and nonprofit requirements across our six-stat e region. Researching, writing, and editing policy materials including formal written and verbal testimony to support sexual and reproductive health, rights, and justice for use in lobbying, media, field and grassroots advocacy efforts in assigned states. Ensures that all materials are accurate, accessible, and reflect the most current messaging guidance around sexual and reproductive health, rights, and justice. Analyzing potential impacts on states generally, as well as health center and education operations specifically, and researching alternative policy options on variety of topics pertaining to sexual and reproductive health, rights, and justice in assigned states. In collaboration with state-based teams, conducts outreach and coordination with existing and potential partners on local and national levels, including but not limited to: health advocacy groups, reproductive justice organizations, organizations representing communities of color, LGBTQ+ organizations, environmental organizations, and professional groups to identify opportunities for collaboration in public education and advocacy efforts, including coordinating and providing administrative support for meetings in assigned states. Participating actively in the PPAA staff team and seeking opportunities to provide support and leadership for the team. Regularly communicates policy issues and developments internally to keep the PPAA team appraised of policy developments. Supervisory Responsibilities: Policy analyst(s), volunteers, interns, short-term temporary staff. Travel Requirements: Occasional travel within the six-state region and nationally. Minimum Qualifications: BA/BS in related field required At least four years' experience with research, analysis, advocacy, and writing about health policy issues and government relations. Experience with state and local government policy development. Strong analytical, critical thinking, and communication skills. Demonstrated commitment to and experience in incorporating equity efforts around race, sexual orientation, gender identity, immigrant status, economic status, and other issues related to equity and inclusion. Expertise in reproductive health care, rights, and justice policy and nationwide and regional trends. Preferred Qualifications: Advanced degree in public policy or public health preferred.
