This position is responsible for assessing the environmental condition of sites within the City of Chicago and determining requirements for the property acquisition, disposition, or use to minimize the City’s liability. The position will review environmental reports prepared by others, analyze environmental data, and communicate the results of their assessment. The Brownfields Remediation Bureau serves as the City’s internal environmental consultant, advising other City departments and sister agencies of environmental requirements and best management practices related to soil and water contamination, waste management, and sustainable operations.

ESSENTIAL DUTIES

Environmental Site Assessment & Due Diligence Conduct and review Phase I and Phase II Environmental Site Assessments (ESAs) for property transactions and redevelopment projects. Evaluate properties for potential environmental concerns by compiling and analyzing environmental records from diverse sources (e.g., databases, regulatory files). Assess redevelopment plans to identify and mitigate potential environmental liabilities, providing recommendations for cost‑effective remediation strategies. Data Management & Analysis Manage and analyze large datasets of environmental records in electronic formats, including spreadsheets, databases, and Geographic Information Systems (GIS). Leverage data to inform decision‑making and support environmental project management. Regulatory Compliance & Remediation Manage the City’s Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) liabilities during real estate transactions, minimizing financial risk and protecting public health and the environment. Oversee and manage projects within the Illinois Environmental Protection Agency (IEPA) Site Remediation Program (SRP) to achieve No Further Remediation (NFR) status. Ensure compliance with federal, state, and local environmental regulations, including but not limited to RCRA, CERCLA, TSCA, and Leaking Underground Storage Tanks (LUST). Manage City department activities within City rights‑of‑way and City‑owned properties in the Streeterville Thorium Monitoring Area, including radiation monitoring, investigations, and remediation. Conduct environmental reviews as the Responsible Entity under HUD 24 CFR Part 58 (NEPA) for City redevelopment and grant‑funded projects. Ensure compliance with Section 106 of the National Historic Preservation Act. Project Management & Oversight Manage complex environmental projects and grants, including soil and groundwater assessment, remediation, and underground storage tank (UST) removal and installation. Develop and manage project scopes, budgets, and schedules, ensuring projects are completed efficiently and within budget. Assign, coordinate, and supervise the work of environmental consultants and contractors, providing strong oversight to control scope, cost, and schedule. Prepare cost estimates for sampling, SRP, and remediation activities. Communication & Collaboration Effectively communicate environmental issues with diverse stakeholders, including city departments, sister agencies, developers, and consultants. Lead public meetings and coordinate with state and federal agencies. Reporting & Grant Management Prepare comprehensive environmental reports, grant applications, and requests for proposals (RFPs). Manage grant reporting and drawdown requests in accordance with grantor requirements. Additional duties may be required for this position. MINIMUM QUALIFICATIONS

Education, Training, and Experience Graduation from an accredited college or university with a Bachelor’s degree in Environmental Engineering or a directly related field, plus three (3) years of work experience in environmental engineering. Graduation from an accredited college or university with a Master’s degree or higher in Environmental Engineering or a directly related field, plus two (2) years of work experience in environmental engineering. SELECTION REQUIREMENTS

This position requires applicants to successfully pass a skills assessment test and complete an interview. Test results will be sent out by the Department of Human Resources after they have been analyzed and compiled. Candidates who receive a passing score on the skills assessment test will be invited to interview for the position. Candidate(s) receiving a passing score on the test and possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview. Licensure, Certification, or Other Qualifications A valid State of Illinois driver’s license is required.
