Job Summary The City of Baltimore's Department of Finance is seeking a Delinquent Accounts Manager to provide executive-level oversight to five units within the Bureau of Revenue Collections (BRC): Tax Sale, Miscellaneous Suits, Bankruptcy, Property Transfer, and Liens Processing. This position leads a team of approximately 40 staff, collaborates with City legal and technology teams, represents the City in court, and drives continuous improvement in collections operations.

Essential Functions

• Drives five units across the bureau; collaborates with the Law Department, IT, Housing, Real Estate, title companies, and external legal counsels; oversees the annual tax sales; represents the City in court proceedings.
• Resolves escalated issues; responds to inquiries from leadership, the Mayor's Office and City Council; maintains interagency and jurisdictional partnerships; oversees technology and operational projects with IT.
• Compiles financial reports and statistics; develops and maintains policies and procedures; advises senior leadership; assists in evaluating service contracts; formulates long-range operational plans.
• Interviews candidates; evaluates performance; recommends hiring, promotion, discipline, and termination; ensures accurate bi-weekly payroll.

Minimum Qualifications Education: Bachelor's degree in accounting, Business, Finance, Law or a related field from an accredited college or university.

AND Experience: Have 5 years of relevant experience. Knowledge of business systems, tax and property laws, collection methods, and handling funds. Strong analytical, management, and interpersonal skills.

OR Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver's permit. PROVISIONAL DRIVER'S LICENSES ARE NOT ACCEPTABLE.
