Civil Admissions Coordinator

Job Title

This position is open to current Colorado residents only. This recruitment may be used to fill multiple vacancies.

Description of Job

This position is remote. The work location will be your home address, with on-location work and travel for in-person meetings primarily in the Denver-metro area. Please Note: These working arrangements are subject to change.

What You'll Be Doing:

  • Admissions, Discharges and Transfers: This position collaborates with the various stakeholders, including state psychiatric facilities, county jails, private hospital contractors, court services, outpatient restoration, admissions program, legal records, and transport to ensure essential information is communicated as needed for admission, discharge, transfers, and continuity of care for civilly certified individuals moving to and from private hospital beds. This position is required to demonstrate decision making skills as it relates to the programs admissions schedule, involving short and long term planning under the guidance of the Program Manager. This position coordinates and maintains all admission and discharge schedules, including transfers to and from various programs. This requires tracking of patient evaluations, applicable civil court dates, and certification status in order to anticipate the needs for each program, problem solve, and communicate to the various stakeholders. This position keeps Leadership informed of the admissions, discharges, and transfers by coordinating those efforts, disseminating notification emails, disseminating relevant patient information/records, maintaining an admissions schedule, tracking certification information, tracking data, and creating data reports.
  • Contract Liaising, Monitoring and Coordination: This position is responsible for monitoring and reporting contract performance and supporting these relationships with private hospital contractors. This includes tracking admission outcomes, tracking timelines, and monitoring performance against contract requirements. This position will participate in and assist with contract relationship issues, liaise with contractors, and assist with the performance to ensure timely and smooth admissions for certified individuals. Prior to coordinating admissions, this position reviews information related to the certification and the individual's status to ensure admission is warranted and liaise with programs and courts if it is unclear to support timely and smooth admissions for certified individuals.
  • Data Monitoring and Reporting: This position is responsible for data tracking specific to a variety of variables associated with patient movement, program outcomes, legal status, and dispositions. The position will work heavily in Excel and Google Sheets to track a high volume of data, which will require this position to easily transfer data, enter data, and pull data trends and reports as requested by leadership. This position serves as the contract monitor for program performance using program and individual client data, site visits, and audits to assess contractor performance. Promotes operational and administrative compliance with appropriate CDHS policies and procedures. This position serves as the liaison between the contractors, CDHS court services department, CMHHIP, CMHHIFL, and others. This position will assist with data collection, tracking, analyzing, and interpreting. This position assists with reporting to OCFMH and CDHS management about the program's performance through data and compliance with policies and procedures.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience Only: Six (6) years of relevant experience in social services, contract management, public administration, government, non-profit or related organizations in a behavioral health setting or in a closely related field.

OR

Education and Experience: A combination of related education in social services, social work, psychology, counseling, mental health field or closely related field and/or relevant experience in social services, contract management, public administration, government, non-profit or related organizations in a behavioral health setting or in a closely related field equal to six (6) years.

AND

Special Qualification: Must have either an independent, unrestricted Colorado license as a LCSW, LPC, Licensed Psychologist, LMFT or LAC OR Have a preliminary license as as LSW, SW Candidate, Licensed Professional Counselor Candidate, Marriage and Family Therapy Candidate, Psychologist Candidate, or Addiction Counselor Candidate. OR Have a bachelor's degree in social work, counseling, psychology, or related field from an accredited institution. Providers with a bachelor's degree or higher in a non-related field may perform the functions of a bachelor's degree level staff person if they have one year of work experience in the behavioral health field. OR Have a master's degree in a mental health field from an accredited college or university OR Have any of the following:

  • Behavioral Health Peer Support Professional Certification
  • Qualified Behavioral Health Assistants (QBHA) Certification
  • Certified Addiction Technicians (CAT)
  • Certified Addictions Specialist (CAS)

Preferred Qualifications:

  • Behavioral health systems knowledge
  • Contract management and/or stakeholder management and/or Government program administration
  • Familiarity with facility licensure requirements and processes
  • Experience working in hospital admissions
  • Self directed
  • Resourceful
  • Strong critical and analytical thinking skills
  • Ability to shift focus and juggle multiple priorities
  • Performance management and experience with identifying and working to attain key performance indicators/metrics.

  • Excellent verbal and written communication skills
  • Experience with, knowledge of, or training in serious mental illness and 27-65 certifications
  • Data and program outcome tracking
  • Experience collaborating with other teams and leadership
  • Experience ensuring service quality and the needs of clients/patients are met

Conditions of Employment:

  • This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.
  • TB testing, annual influenza and other vaccines or testing as required by the State of Colorado.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must:
  1. Disclose that information on the application.
  2. Explain why the prior termination or resignation should not disqualify you from the current position.
  3. Provide your employee number from your prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.

CDHS Selection Process Explanation: Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. Be sure your application specifically addresses your qualifications, experience, work products, and accomplishments as they relate to the position and minimum requirements.

Minimum Qualification Screening Process A Human Resources Analyst will review the work experience/job duties sections of the online job application to determine whether your experience meets the minimum qualifications for the position. You must complete the official State of Colorado online application. Cover letters and resumes WILL NOT be reviewed during the minimum qualifications screening process. You must specifically document your work experience and qualifications in the application form. Do not use "see resume" or "see attached."

You must meet the minimum qualifications to continue in the selection process. Part-time work experience will be prorated.

Comparative Analysis Process – Structured Application Review After minimum qualification screening, the comparative analysis process will involve reviewing and rating of all the information you submit. The comparative analysis step may also include your results from standardized testing.

Your Work Experience/Job Duties Document your work experience/job duties to the extent to which you possess the skills, education, experience, minimum qualifications, and preferred qualifications.

If listed, answer all supplemental questions as your answers to these questions will be evaluated during this phase. Provide at least 4-8 sentences for each supplemental question.

Supplemental Questions Answer the supplemental questions completely and thoughtfully. We will rate your answers based on the content of your response and your writing skills (spelling, grammar, and clarity of your writing).

Appeal Rights You may file an appeal with the State Personnel Board or request a review by the State Personnel Director if your application is eliminated. You will find the appeals process, the official appeal form, and how to deliver it on the State Personnel Board website.
