Maintenance, Custodial, and Transportation Operations Manager

Direct and manage district's maintenance, custodial, and transportation operations. Maintain physical school plant in excellent operating condition so that full educational use may be made at all times. Provide a physical environment that is functional, safe, clean, and attractive. Ensure safe and efficient operation of transportation department.

Qualifications

Education/Certification:

• Bachelor's degree; TASBO certification; or equivalent experience
• CDL Texas driver's license (preferred)

Special Knowledge/Skills:

• Knowledge of basic principles of construction, school plant maintenance, and custodial operations
• Ability to conduct on-site inspection of district facilities
• Ability to manage operations of a large fleet of vehicles
• Ability to pass U.S. Department of Transportation alcohol and drug tests and annual physical exam
• Knowledge of vehicle repair and maintenance
• Ability to manage budget and personnel
• Ability to implement policy and procedures
• Ability to coordinate district function
• Ability to interpret data
• Strong organizational, communication, and interpersonal skills

Experience:

• Three years supervisory experience in maintenance and transportation operations, preferably with a public school district
• 5 years experience in maintaining a large plant or building

Building Maintenance and Repair

1. Ensure district facilities are functional, safe, clean, and well maintained.
2. Develop and maintain written departmental procedures for maintenance, repair, and operations of all district buildings and equipment. Ensure work orders are processed and executed in a timely manner.
3. Prepare plans and specifications for contracted repair work and site improvement for submission to the purchasing department for bids.

Transportation and Vehicle Maintenance Operations

1. Direct the transportation operations of the district and review bus routes and schedules for all transportation in and out of the district. Develop plans to meet future transportation needs.
2. Manage the delivery of transportation services for students and ensure they are picked up and arrive safely and on time.
3. Oversee repair of all district-owned vehicles and preventive maintenance. Ensure vehicle repair requests and work orders are prioritized and processed in a timely manner. Contract for outside services that cannot be performed in house.

Custodial

1. Manage the operations to ensure that it supports and enhances the instructional programs of each campus.
2. Maintains a safe, clean and orderly environment in all facilities to create a positive learning and teaching climate.
3. Communicates and coordinates with campus principals regarding facility needs, operations projects and custodial staff assigned to campuses.
4. Communicates with vendors or others to research, test and evaluate products, equipment and techniques; selects supplies, equipment and other operations materials as it relates to the custodial operations.

Policy, Reports, and Law

1. Ensure compliance with federal and state law, State Board of Education rule, and local board policy.
2. Compile, maintain, and file all reports, records, and other documents required including timekeeping records.
3. Develop training options and improvement plans to ensure safety standards that conform with state, federal, and insurance regulations.
4. Develop/maintain a program of preventive safety.
5. Comply with applicable personnel policies and prepare data necessary to process maintenance payroll.

Budget and Inventory

1. Develop and administer a budget based on documented needs and ensure operations are cost effective and funds are managed wisely.
2. Plan and direct inventory and stock control program for equipment and supplies.
3. Recommend disposal of obsolete equipment and purchase replacement equipment when necessary.
4. Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
5. Maintain and update inventory of supplies and parts in the departments assigned to ensure expediency of delivery.
6. Approve and forward invoices and purchase orders from the maintenance department to the accounting department.
7. Level 1 approval for department requisitions.

Personnel Management

1. Select, train, supervise, and evaluate department staff and make recommendations relative to assignment, retention, discipline, and dismissal.
2. Prepare, review, and revise maintenance department job descriptions.
3. Evaluate job performance of employees to ensure effectiveness.

Safety

1. Maintain safety standards in conformance with federal, state, and insurance regulations and district requirements and develop a program of preventive safety.
2. Ensure equipment is maintained in optimum operating condition.
3. Advise administration about inclement weather conditions that may result in the closing of schools or road hazards.
4. Help with gathering information in investigations of school bus accidents and student safety violations.
5. Help organize and conduct training programs to promote a safe work environment.
6. Ensure that transportation equipment is in excellent operation condition.
7. Perform disaster duty as needed (hurricanes, earthquakes, blizzards, etc.).

Other

1. Develop protocols and procedures for after hours emergencies
2. Develop protocols and procedures for the district's disaster plan
3. Ensure that resources are available to keep the district operational on disaster days.

2. Attend regional and state organizations to ensure best practices are present in the district's strategic plans
3. Be proficient and engaging in technology for work order management systems, finance and community programs

Supervisory Responsibilities

1. Supervise, evaluate performance, and recommend hiring and termination of department managers, supervisors, and support staff assigned to the maintenance, custodial, and transportation departments.

Posture: Prolonged standing; frequent kneeling/squatting, bending/stooping, pushing/pulling, and twisting; may work in tiring and uncomfortable positions.

Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching; frequent walking, climbing stairs/ladders/scaffolding; regular grasping/squeezing, wrist flexion/extension; frequent driving.

Lifting: Occasional light lifting and carrying (less than 15-44 pounds); occasional heavy lifting (45 pounds and over)

Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, noise, vibration; exposure to chemical hazards; work around vehicles and machinery with moving parts; regularly work irregular hours; occasional prolonged hours; frequent district wide travel; occasional statewide travel.

Mental Demands: Work with frequent interruptions; maintain emotional control under stress.

*To meet the executive exemption test, the primary duty must be management and the employee must supervise at least two full-time employees.
