Head of Recruiting & HR

Human Resources ManagerGeneral Purpose: Provide leadership and support in functional areas of human resources including recruitment, employment, personnel records, employee and/or labor relations, job evaluation, benefits administration, employee development, training, AAP/EEO, and special projects. The HR Manager will work closely with the leadership team to understand and align Human Resource initiatives and strategies with Tharp's strategic initiatives.Lead and execute talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning – Owner of RPRS execution and Accountability ChartOversee all aspects of HR including compensation, talent management, compliance, employee relations, benefits administration, leave administration, training and SafetyManages the talent acquisition process, which includes recruitment, interviewing, and hiring of qualified job applicants for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.Works directly with Comptroller and COO to ensure compensation is in line with budget.Creates learning and development programs and initiatives that provide internal development opportunities for employees.Manages OSHA Compliance logs and manages cross functional team and safety committee to ensure OSHA standards are met.Ensure company safety policies align with OSHA and other applicable regulations (state, local, industry-specific)Maintain and update the written safety program/handbookKeep required OSHA recordkeeping current (Form 300, 300A, 301 logs)Ensure required OSHA postings are displayed (e.g., "reporting fatalities within 8 hours, hospitalizations within 24 hours)Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain compliance.Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.Other duties as requiredRequirementsBachelor's degree in Human Resources, Business Administration, or related field required.Proficient with Microsoft Office Suite or related software.Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.Experience: A minimum of four years of human resource management experience preferred.Equipment: Computer, Office equipment, other as may be required.Physical Activities and Safety: 80% sitting, 20% walking - Must be able to lift 25 lbs.
