Head of Programme Management

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Program Manager with a TS/SCI security clearance to support KITS and our government customer in Aberdeen, MD. The ideal candidate will provide strategic leadership for IT operations supporting approximately 3,300 users across multiple locations. This role requires exceptional leadership experience, strong technical knowledge, and the ability to effectively manage complex IT programs.
Lead and manage a team of 50 - 100+ IT professionals providing support to approximately 3,300 users across multiple locations
Develop and implement strategic IT program plans that align with customer requirements and organizational objectives
Manage program budgets, resources, schedules, and performance metrics to ensure successful delivery of services
Oversee the delivery of IT services, ensuring compliance with DOW standards, policies, and security requirements
Manage fluctuating workloads and priorities by effectively increasing, decreasing, or relocating resources as required
Identify and mitigate program risks while developing and implementing risk management strategies
Ensure compliance with all contract terms, conditions, and performance requirements
Bachelor's degree in a directly related IT field with 11+ years of experience, OR Master's degree in a directly related IT field with 9+ years of experience.

• 10+ years of experience leading teams of 50 - 100+ employees for enterprise-scale IT programs of a complex nature and financial scope
• Demonstrated information technology/engineering and management experience on contracts or projects with organizational responsibilities of a similarly complex nature and financial scope
• Experience reviewing and approving the work of project managers, IT specialists/engineers, support staff and contract administrative personnel.
• At least one certification in project management (PMP, CAPM, etc.)

Demonstrated experience managing complex IT programs within DOW environments
Proven ability to lead large teams and manage complex programs with multiple stakeholders
Experience managing fluctuating workloads and priorities across multiple geographic locations
Strong budget management experience and financial acumen
Experience in risk management and mitigation strategies for IT programs
Proficiency in program management tools and methodologies
PMP certification
Experience supporting federal testing and evaluation operations
Experience with IT service management tools and practices
Advanced degrees in Business Administration, IT Management, or related fields
Experience with Agile and traditional project management methodologies
TS/SCI security clearance
