JOB SUMMARY

This position is located in the Public Sector Workers Compensation Program within the DC Office of Risk Management (ORM). ORM provides risk management direction, guidance, and support to District government agencies so that they can minimize the total cost of risk, resulting in improved government operations and enhanced service delivery. In addition, ORM is responsible for the public sector workers' compensation program, the public sector safety and health management program, and claims for unliquidated damages filed against the District government. The incumbent in this role is responsible for the clinical oversight, administration, and supervision of workers' compensation nurse case management services for District government employees with work-related injuries or illnesses. The incumbent leads a team of Workers' Compensation Nurse Case Managers and ensures the delivery of medically appropriate, timely, and cost-effective case management services that supports employee recovery, disability management, and safe return-to-work outcomes, in accordance with professional nursing standards.

DUTIES AND RESPONSIBILITIES

The Supervisory Nurse oversees and manages the work of Workers' Compensation Nurse Case Managers responsible for coordinating medical care for employees with occupational injuries and illnesses from onset through resolution. The role provides professional nursing leadership to ensure medical case management activities comply with workers' compensation statutes, regulations, treatment guidelines, and ORM policies. This position reviews complex and highcost claims involving prolonged disability, catastrophic injury, or disputed medical issues, offering clinical guidance on treatment plans, work restrictions, impairment ratings, and functional capacity evaluations. The incumbent also directs utilization management activities to determine medical necessity, appropriateness of care, and adherence to evidencebased guidelines, while collaborating with claims examiners, legal staff, vocational rehabilitation specialists, and agency stakeholders to support integrated claim resolution and returntowork planning.

The Supervisory Nurse serves as a subject matter expert in workers' compensation medical case management, providing consultation during claim reviews, mediations, hearings, and dispute resolution proceedings. The role analyzes medical and claims data to identify trends and recommend interventions to improve outcomes and control program costs. Additional responsibilities include developing and updating clinical policies and procedures, overseeing supervisory functions such as assigning work, setting priorities, evaluating performance, identifying training needs, approving leave, and taking corrective action as appropriate. The incumbent also communicates with District agencies, medical providers, attorneys, and other stakeholders regarding complex case management issues, and prepares written analyses, reports, and recommendations related to program performance. Other duties may be assigned as needed.

QUALIFICATIONS AND EDUCATION

A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic requirements, applicants must have at least one (1) or more full years of professional nursing experience that is equivalent to the next lower grade level.

Seven (7) plus years of experience in the workers' compensation field is preferred.

LICENSES AND CERTIFICATIONS

Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

WORKING CONDITIONS/ENVIRONMENT

The incumbent is primarily sedentary, with occasional walking, standing, and travel to meetings, hearings, or medical facilities as required. Work is performed in an office setting.

Duration of Appointment: MSS At-Will - Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
