Head of Operations Management (m/w/d)

Our client is seeking an experienced and mission-driven PACE Center Director to lead the daily operations of a PACE (Program of All-Inclusive Care for the Elderly) Center and associated Alternative Care Settings (ACS). This senior leadership role is responsible for operational performance, strategic execution, regulatory compliance, quality outcomes, participant satisfaction, and interdisciplinary team effectiveness.
The ideal candidate is a strong healthcare operations leader with experience managing multidisciplinary teams, driving performance improvement initiatives, ensuring regulatory compliance, and delivering exceptional participant-centered care.
The PACE Center Director serves as the site-level leader for the assigned PACE Center and Alternative Care Settings (ACS), reporting directly to the PACE Program Executive Director.
This role is accountable for all operational aspects of the center, including clinic operations, social services, rehabilitation, recreation, dietary services, transportation, day center operations, and home care services. The Center Director works closely with interdisciplinary teams, department leaders, and executive leadership to ensure high-quality care delivery, operational excellence, regulatory readiness, and sustainable growth.
Provide overall leadership and accountability for center operations, participant experience, quality outcomes, and operational performance
Oversee daily operations across all service lines, ensuring efficient and effective service delivery
Lead site-level operational decision-making, resource allocation, and problem-solving initiatives
Monitor center capacity, enrollment trends, staffing levels, and operational performance metrics
Ensure operational workflows, policies, and procedures are consistently implemented across all departments
Foster a culture of accountability, collaboration, continuous improvement, and participant-centered care
Support recruitment, onboarding, training, coaching, and professional development of leadership staff
Ensure department leaders meet performance expectations and operational goals
Quality, Compliance & Regulatory Oversight
Ensure compliance with all federal, state, local, CMS, and PACE regulatory requirements
Serve as the operational lead during internal audits, CMS audits, and state regulatory reviews
Oversee quality improvement initiatives and performance improvement programs
Ensure compliance with participant rights, infection control, safety, emergency preparedness, and risk management standards
Ensure effective interdisciplinary team workflows and participant care planning processes
Ensure compliance with IDT documentation and regulatory standards
Strategic Planning & Financial Management
Participate in strategic planning, program development, and organizational growth initiatives
Manage operational and capital budgets within assigned areas of responsibility
Support enrollment growth and community outreach efforts
Monitor operational performance indicators and implement corrective actions when needed
Drive resource optimization and operational efficiencies while maintaining quality outcomes
Bachelor’s Degree in Healthcare Administration, Business Administration, Nursing, Social Work, Public Health, or a related healthcare field
Experience leading multidisciplinary teams in healthcare, aging services, senior care, home health, managed care, or integrated care environments
Master’s Degree in Healthcare Administration (MHA), Business Administration (MBA), Public Health (MPH), or related discipline
Comprehensive knowledge of healthcare operations and regulatory compliance
Exceptional leadership, organizational, and strategic planning skills
Strong financial, operational, and analytical capabilities
Excellent communication, relationship-building, and problem-solving skills
Ability to manage multiple priorities in a fast-paced healthcare environment
Proven ability to drive operational excellence, quality improvement, and organizational growth
