What You Will Do Strategic & Operational Oversight: Manage the development, maintenance, and operational compliance of Commission-owned shooting ranges to guarantee public safety and broad community access. Grant & Budget Administration: Direct the Shooting Range Development Grant Program from application review to Commission presentation, while overseeing annual program budgets and fiscal reporting. Team Leadership & Property Stewardship: Directly supervise the Statewide Shooting Range Specialist, serve as the designated property steward for range assets, and conduct risk/safety inspections to implement mitigation plans. Constituent & Partner Relations: Serve as a primary Department liaison to shooting range operators, non-profits, government officials, and the general public to resolve conflicts and provide technical guidance. What We Are Looking For A skilled administrator with a background in recreational facility management, business operations, or outdoor recreation. An effective communicator skilled in conflict resolution, public relations, and team leadership. Familiarity with shooting sports, hunter education, and firearm safety standards. A proactive problem-solver capable of managing environmental assessments (EACs), capital improvement projects, and safety compliance protocols. This position provides management and day to day administration of the Department’s Statewide Shooting Range Program. Duties include oversight and management of development, operations and maintenance of new and existing Commission-owned ranges and the license agreements operated under. The position is responsible for carrying out the Department's strategic vision for shooting ranges requiring fiscal accountability, planning abilities, excellent customer service and ability to handle conflicts with constituents and partners. The position requires strategic planning, organization, and budget planning. This position also administers the Shooting Range Development Grant Program. This position supervises the Statewide Shooting Range Specialist and is responsible for directing that position's daily activities. The position frequently requires assignments in the absence of the Branch Chief. The position is the designated property steward for identified Commission-owned ranges and assets therein. The position will require frequent travel. Job Duties Responsible for Commission-owned shooting range oversight and compliance of terms and conditions of license agreements for the operation, maintenance and property development of the shooting ranges to ensure public safety and reasonable access. Plans, develops, implements, and manages follow up reporting for the statewide shooting range program budgets. Completes all required funding reports and processes due at fiscal year end each year. Assists with the development of future budget recommendations. Administers shooting range project requirements and needs with appropriate Department work-units and programs associated with the development, improvement and maintenance projects at Commission-owned shooting ranges. Completes Environmental Assessment Checklists (EACs) as required for proposed projects. Represents the Department to constituents, public officials and governing bodies at municipal, county, state and federal level. Troubleshoots problems and resolves constituent concerns and disputes through personal relation skills. Deploy Department's strategic vision and provide technical assistance to shooting range operators throughout the state. Administers the shooting range development grant program. Technical duties include advertising, collecting applications, assembling evaluation teams, reviewing applications, developing recommendations and presentations for Commission approval, project oversight and report collection and follow up. Develop, review, edit, and implement Best Management Practices for shooting ranges, license agreement language and reviews, and Department policy and procedures. As well as develops training as necessary for statewide shooting range non-profit staff and volunteers. Serves as the designated property steward for identified Commission-owned or managed shooting ranges. Conducts annual property inspections using standardized criteria, identifies and documents hazards and liability and other issues associated with the property, implements appropriate and necessary mitigation actions working with appropriate branch, region, and Department's Risk Management and Engineering Sections as needed. The candidate will have knowledge of and/or in: contemporary principles and practices of effective administration and business management; recreational facility management, including operations, cash handling, marketing, safety and health compliance; shooting sports, hunter education and firearms safety/education programs and information; policy and procedure development; customer service; budget administration; public relations techniques; basic security measures; state laws, commission rules and orders, department policies and procedures; emergency response procedures; basic first aid/first responder. The candidate will be skilled in: written and oral communications; interpersonal relations in dealing with the public and conflict resolution; leadership; supervision; delegation; customer service techniques and relations. This position will require frequent in-state travel. Selective Preference(s) Experience in shooting range management, operations and development, hunting and shooting sports related activities and outdoor recreation management is a plus. Pre-Employment Requirements Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Position requires possession of and the ability to retain a current, valid Level 1 Fingerprint Clearance card issued in their name.
