Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Chief Operating Officer, the Chief Financial Officer directs and executes strategy and policy development in support of the overall business and strategic direction of the Department, specifically within the Fiscal Management and Accounting Branches in the budgetary, bond management, loan forecasting, and accounting functions.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department's discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework eligible employees must reside in California. The designated headquarters location will be based on the employee's primary residence and may be updated if HCD criteria are met.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

• Experience in exercising leadership and motivating managers while managing and resolving conflicts in a positive and constructive manner.
• Experience in understanding and appropriately applying procedures, requirements, regulations, and policies related to specialized expertise; understanding linkages between administrative competencies and mission needs.

• Experience in creating and sustaining an organizational culture which encourages others to provide the quality of service essential to high performance.

• Experience in developing new insights into situations, applying innovative solutions to make organizational improvements with the ability to adjust rapidly to new situations warranting attention and resolution.

Examination Information
The examination process will consist of a Statement of Qualifications evaluation.The Statement of Qualifications will be used to evaluate your education and experience and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.

The Statement of Qualifications will be the only basis for your final score and rank on the eligible list.
