Role Overview

The Lead Business Analyst will lead the contracted EDRS Adoption team under the guidance of the Quality Assistance Team (QAT) supervisor. The team supports BHSR's adoption of electronic reporting by licensed healthcare providers and works with QAT, the Business Workflow team, program subject matter experts, healthcare facilities, and other external stakeholders on onboarding, enrollment, account access, training needs, technical issues, and end-user support.

The contractor will primarily telework from home and is responsible for home network connectivity and workspace. Periodic reporting to BHSR headquarters in Harrisburg, PA may be required for training or meetings, such as monthly collaboration days.

Primary Responsibilities

• Lead EDRS Adoption team activities, working with Business Workflow and QAT staff to address technical issues, training needs, and case-level support while assisting healthcare facilities and other external stakeholders with credentials, EDRS enrollment, and telephonic or email support.
• Provide direction on daily team assignments and prioritization.
• Escalate end-user technical problems to the Business Workflow team for troubleshooting.
• Meet routinely with the QAT supervisor and BHSR director, weekly or biweekly, to provide status updates.
• Support outreach to external stakeholders identified and prioritized by BHSR, including assistance with enrollment procedures, enrollment issues, EDRS access, password resets, account unlocks, and recommendations for incorporating EDRS into facility workflows.
• Work directly with program SMEs and stakeholders to maintain working knowledge of SSO and EDRS account-request procedures, understand business requirements and workflow for instructional purposes, refer users to technical and training resources, and provide basic end-user support.
• In coordination with the Business Workflow Unit, engage program SMEs and stakeholders to verify SSO application functionality and escalate technical problems for resolution.
• Report application defects as encountered and escalate potential deficiencies to QAT and/or Business Workflow teams.
• Identify and escalate common issues, barriers to adoption, stakeholder concerns, and project successes to the QAT supervisor and BHSR director.
• Develop training documents and other tools to support stakeholders.
• Assist in reviewing current EDRS usage and tailoring outreach based on minimal, moderate, or "almost there" adoption rates.
• Perform outreach to facilities to understand reporting workflow, recommend strategies supporting electronic reporting, and articulate findings to the team lead/QAT for further assistance.
• Assist with analysis and management of facility setup in PAVRMS.
• Assist external stakeholders with establishing and recovering SSO credentials, including facility administrators and personnel from PA-licensed hospitals, nursing homes, and long-term care facilities.
• Assist external stakeholders with linking SSO credentials to their PAVRMS accounts.
• Refer external stakeholders to available training and other support resources.
• Schedule routine project status meetings with the QAT supervisor and BHSR director on a weekly or biweekly basis.
• Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
• Provide weekly personal status reporting by COB Friday through SharePoint.

Required Technical Skills

• Practical Business Analyst leadership capability within an information technology environment.
• Strong independent capability in customer service and/or end-user support.
• Strong Microsoft Office skills, interpersonal skills, and verbal and written communication skills.
• Strong capability developing training documents for stakeholder support.
