Location: Harrisburg, PA Work Arrangement: 100% Remote Onsite Expectations: Periodic reporting to BHSR headquarters in Harrisburg, PA may be required for training or meetings, such as monthly collaboration days. Office space will be provided; hotel and parking will not be provided. Schedule: 8 hours/day, 5 days/week Interview: Virtual Contract: Sep 2026 - Jun 2027 (9 Months 17 Days; exact dates: 09/14/2026 - 06/30/2027). Role Overview

The Business Analyst II EDRS Adoption Support contractor will provide supplemental support to the Pennsylvania Department of Health's Bureau of Health Statistics and Registries, specifically supporting adoption of electronic reporting by licensed healthcare providers. The role serves as part of the EDRS Adoption team and works with BHSR staff, the QAT and Business Workflow units, program subject matter experts, and external healthcare stakeholders on onboarding, enrollment, workflow understanding, outreach, customer service, problem identification, and end-user support.

The position is primarily remote, with periodic reporting to BHSR headquarters in Harrisburg, PA potentially required for training or meetings, such as monthly collaboration days.

Primary Responsibilities

• Assist external stakeholders, including physicians, nurses, facility administrators, and other licensed healthcare professionals, with EDRS onboarding and enrollment.
• Work with BHSR staff, QAT, Business Workflow units, program SMEs, and external stakeholders to support EDRS adoption activities.
• Provide direct support to stakeholders following enrollment procedures, troubleshooting enrollment issues, and accessing EDRS.
• Assist with password management, account troubleshooting, password resets, and account unlocks.
• Provide recommendations to healthcare facilities for incorporating EDRS into facility workflows.
• Conduct outreach to raise awareness of EDRS, facilitate enrollment, and support adoption activities as needed.
• Maintain working knowledge of SSO and EDRS account-request procedures and business workflows needed for instructional support.
• Assist in analysis and management of facility setup in PAVRMS.
• Review current EDRS usage and tailor outreach based on minimal, moderate, or "almost there" adoption rates.
• Perform outreach to facilities to understand reporting workflows, recommend strategies supporting electronic reporting, and articulate findings to the team lead/QAT for further assistance.
• Assist external stakeholders with establishing and recovering SSO credentials.
• Assist external stakeholders with linking SSO credentials to PAVRMS accounts.
• Report application defects as encountered and escalate potential deficiencies to the team lead.
• Refer external stakeholders to available training and support resources.
• Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
• Provide weekly personal status reporting by COB Friday through SharePoint.

Required Technical Skills

• Intermediate business analysis capability within an information technology environment, including understanding and explaining business requirements and workflow.
• Practical working proficiency in customer service and/or end-user support.
• Working proficiency with Microsoft Office.
• Strong interpersonal skills and strong verbal and written communication skills for working with professional and external stakeholder audiences.

Preferred Qualifications

• History of successful training or technical support delivery for professional audiences.
