Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state's casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran's posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

This position is responsible for managing the Gaming Audit Division and oversight of the Casino Audit Supervisors and Sports Wagering Audit Supervisors conducting audits for compliance with MLGCC rules and regulations at Maryland Video Lottery Facilities, Sportsbooks - Retail and Mobile, and Instant Bingo Facilities.

POSITION DUTIES

• Manage the gaming divisions audit function that has oversight over all operations of video lottery facilities, sports wagering, and instant bingo facilities, including;

• Report to the Director of Audit and Regulatory Compliance;

• Design and implement audit programs specific to each licensed operators operations;

• Conduct conferences with management at video lottery facilities, sports wagering, and instant bingo facilities to discuss audit findings and to recommend corrective action;

• Plan, supervise, coordinate, assign and evaluate the work of Internal Audit Supervisor assigned to perform audits;

• Coordinate review and approval of audit issues and reports;

• Coordinate audit follow-up with department staff to ensure corrective action has been taken;

• Prepare and monitor monthly audit hours budget;

• Train department staff;

• Review operator financial statements and other financial and audit related activities; and

• Provide updates to the Assistant Director for Gaming and Audit Committee, as needed.

• Investigate player complaints;

• Assist with the review and approval of operator requests; and

• Perform other special projects as requested by management.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing. Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results. Notes: 1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. 3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS:

• CPA or CIA preferred

• Supervisory experience of audit staff working in multiple remote locations preferred

• Gaming and/or Regulatory experience preferred

• Detail oriented person with experience reviewing regulations and operating procedures preferred

• Demonstrated work experience performing duties assigned to position preferred

• Excellent leadership, time management, interpersonal, oral and written communication skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
