Under the general direction of the Budget Officer (Manager II), the Supervisor II serves as the Budget Manager for CalRecycle, leading the development and administration of the Department's approximately $1.9 billion budget across more than 100 appropriations and over 30+ special funds.

This position is more than a budget management role. It is an opportunity to help shape the policies, investments, and decisions that support California's transition to a circular economy while protecting public health, the environment, and California's natural resources. CalRecycle's work reaches every community in the state through programs that reduce waste, increase recycling, expand markets for recovered materials, clean up contaminated sites, reduce greenhouse gas emissions, and invest in sustainable infrastructure and innovation.

As Budget Manager, you will serve as a trusted advisor to executive leadership, helping translate complex fiscal, operational, legislative, and policy issues into sound recommendations that support informed decision-making. Success in this position requires balancing competing priorities, exercising sound judgment, communicating effectively with diverse stakeholders, and developing practical solutions to complex challenges.

Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.
