HR Business Partner I (Data) #5423 Target Hiring Range: $88,000 - $95,000 Department: Human Resources Posting Date Range: 7/7/2026-7/21/2026 Pay Grade Range: $74,367 - $130,143 Work Hours: 8:30am-5:30pm FLSA Status: Exempt Work Location Status: Hybrid (3 days per week onsite, all remote or hybrid work arrangements must be performed from within the continental United States, subject to Sergeant at Arms approval.) The Senate Sergeant at Arms does not pay for relocation expenses. This vacancy announcement closes at 7pm EST. Late applications will not be accepted. Job Overview In keeping with the policy of conflicts of interest, relatives of Sergeant at Arms employees are not eligible to work in the Human Resources Office. The Senate Sergeant at Arms (SAA) is seeking a detail‑oriented, proactive Human Resources Business Partner I (HRBP I) to support the Personnel Data Management vertical. The HRBP I collaborates effectively across HR divisions in a fast‑paced and evolving environment, applying strong analytical skills, effective time management, and a service‑oriented approach when supporting internal stakeholders. The primary responsibility of this role is to support classification and position management, ensuring organizational structures and personnel data remain aligned and accurate. Secondary responsibilities include processing personnel actions and other payroll‑related personnel changes to ensure timely and precise updates. The incumbent will also assist with maintaining digital and structured data storage and supporting technology‑driven improvements in data workflows. Additionally, the HRBP I will help identify opportunities to enhance data processes and overall operational efficiency. Core Competencies: Analytical aptitude Relationship management Business acumen Ethical practice Attention to detail Verbal and written communications Service orientation Discretion Key Accountabilities / Essential Job Duties Consults with and provides guidance to SAA staff and leadership on Human Resources policies and procedures. Analyzes trends and metrics within the Human Resources department. Resolves moderately complex issues and addresses grievances. Collaborates with management and employees to improve work relationships, build morale and increase productivity and retention. Identifies training needs for teams and individuals. Suggests and supports the implementation of new HR strategies. Other duties, as assigned. Job Specifications Required Education Bachelor's degree in HR Management or related field. Required Work Experience 4+ years of progressively responsible HR experience. Required Special Skills / Knowledge As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role. Ability to interpret employment laws. Effective communicator, strong organizational skills, ability to train employees, handle sensitive/confidential information. Ability to deescalate heated situations. Knowledge of personal computers and word processing, spreadsheet, and database applications. Working Conditions Sedentary Desired Qualifications Foundational classification knowledge - Foundational understanding of job classification, position structures, or compensation principles. Advanced Excel proficiency - Ability to use functions such as VLOOKUP, sorting, filtering, and basic data validation. High‑accuracy data entry - Demonstrated ability to maintain reliable personnel data. Strict confidentiality - Consistent practice of discretion when handling sensitive information. HRIS familiarity - PeopleSoft experience preferred; other HR system exposure is helpful. Conditions of Employment To be employed by a Senate employing office in a paid position in the continental United States an individual must: Be a U.S. citizen; Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B); Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
