Job Overview The Senate Sergeant at Arms (SAA) is seeking a detail‑oriented, proactive Human Resources Business Partner I (HRBP I) to support the Personnel Data Management vertical. The HRBP I collaborates effectively across HR divisions in a fast‑paced, evolving environment, applying strong analytical skills, effective time management, and a service‑oriented approach when supporting internal stakeholders. Primary Responsibilities Support classification and position management, ensuring organizational structures and personnel data remain aligned and accurate. Process personnel actions and other payroll‑related personnel changes to ensure timely and precise updates. Assist with maintaining digital and structured data storage and supporting technology‑driven improvements in data workflows. Help identify opportunities to enhance data processes and overall operational efficiency. Core Competencies Analytical aptitude, relationship management, consultation, business acumen, ethical practice, attention to detail, verbal and written communications, service orientation, and discretion. Key Accountabilities / Essential Job Duties Consult with and provide guidance to SAA staff and leadership on Human Resources policies and procedures. Analyze trends and metrics within the Human Resources department. Resolve moderately complex issues and address grievances. Collaborate with management and employees to improve work relationships, build morale, and increase productivity and retention. Identify training needs for teams and individuals. Suggest and support the implementation of new HR strategies. Other duties as assigned. Job Specifications Required Education: Bachelor’s in HR Management or related field. Required Work Experience: 4+ years of progressively responsible HR experience. Required Special Skills / Knowledge: Interpret employment laws. Effective communicator, strong organization skills, ability to train employees, handle sensitive/confidential information. Ability to deescalate heated situations. Knowledge of personal computers and word processing, spreadsheet, and database applications. Desired Qualifications: Foundational classification knowledge. Advanced Excel proficiency – VLOOKUP, sorting, filtering, basic data validation. High‑accuracy data entry. Strict confidentiality. HRIS familiarity – PeopleSoft preferred; other HR system exposure helpful. Working Conditions: Sedentary. Salary: $88,000 – $95,000. Pay Grade Range: $74,367 – $130,143. Work Hours: 8:30 am – 5:30 pm. Location: Hybrid – 3 days per week onsite; remote work within continental United States only. Eligibility: Across all Senate agencies. Conditions of Employment Be a U.S. citizen. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B). Be (i) admitted as a refugee under 8 U.S.C. 1157 or granted asylum under 8 U.S.C. 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or Owe allegiance to the U.S. (i.e., qualify as a non‑citizen U.S. national under federal law).
